SUMMARY OF RESPONSIBILITIES: This class is responsible for managing and coordinating financial planning functions in the Financial Planning Department. Responsibilities include planning/coordinating/developing/creating/maintaining multi-year scenario based models to assist in developing long and short term forecasts/prepares financial statements and other financial metric reports utilizing data and analysis from financial statements, budgets, rates, statistics and other related data/reports/analyses as appropriate; gathering and analyzing data to assist in the decision making process regarding budgeting, financing capital expenditures, revenue requirements/rate setting for all utilities; maintaining financial forecasting tools and methods; coordinating/leading teams from the areas of Rates, Budget, and Capital Projects and Planning sections in the Finance Division to provide continuous cohesive measurement and reporting; assisting in designing/producing data/information via computer models and applications, with administration and oversight of the investment/debt modules, fund balances and cash flows and related reporting; assisting Rates personnel in customer and global analyses; assisting Budget in annual budget development process and software applications; researching and performing special projects; Operating within the framework of policies established, exercise of independent judgment is allowed for determining operating methods and controls. Direct supervision is exercised over assigned personnel. Performs related work as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of safety rules, regulations, and procedure, as appropriate; thorough knowledge of municipal financial practices/procedure/accounting methods; thorough knowledge of budget application/process; thorough knowledge of pricing analysis methods/techniques/practices/theories of energy/water services concepts/pricing structures, and impact on revenues; thorough knowledge of Excel-based computer applications and databases, including treasury systems; strong analytical and quantitative problem solving skills; ability to work with complex utility accounting systems detailing functional capital/operating utilities costs; ability to analyze/interpret laws/regulations/policies/procedures, complex information, statistical data, and draw sound conclusions; ability to manage/supervise people and multiple projects; ability to maintain effective working relationships with customers, all levels of employees, officials, vendors, contractors, and the general public.

MINIMUM QUALIFICATIONS: Graduation from an accredited four (4) year university/college with a Bachelor's Degree in accounting, finance, economics, or related field and a minimum of five (5) years supervisory experience and progressively responsible experience in a finance/accounting position working with financial statements and modeling, capital project management and debt management. Advanced degree and/or CPA a plus.

SPECIAL REQUIREMENTS: Must possess and maintain a valid North Carolina Driver's License.

PHYSICAL REQUIREMENTS: Must be able to perform the essential functions of the position.

EQUIPMENT OPERATED: Personal computer, calculator, communication, and other equipment, as required.

SAFETY HAZARDS: Minimal.

PROTECTIVE EQUIPMENT: As required in the Public Works Commission's Safety Manual.
