The Behavioral Health and Recovery Division (BHRD) of DCHS is looking for an Emergency Services Patrol (ESP) Supervisor to provide leadership and supervision for the Emergency Services Patrol (ESP) Team. ESP Supervisors coordinate the activities of the ESP Team, with other departments and services, and provide administrative oversight to the ESP program. ESP Supervisors hold responsibility for training staff to perform the Program Screener tasks and oversees their work. They also coordinate ESP activities with other services offered in King County.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday 2 pm to 10 pm. This position is required to share on-call duties 24/7. This position is not represented by a union.
MISSION CRITICAL POSITION STATUS: This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. REMOTE AND ONSITE WORK DETAILS: Employees in this role work remotely from a home location, with onsite reporting requirements. The frequency of onsite work is determined by business needs and may be adjusted accordingly.

REMOTE WORK LOCATION REQUIREMENT: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.

Job Duties
In partnership with a second ESP Supervisor manage the day-to-day operations of the Emergency Services Patrol (ESP) team while centering equity, race and social justice (ERSJ).

Supervise ESP staff, including employee development, performance management and employee engagement activities.

Determine work assignments for ESP staff and establish training plans and protocols for new and existing staff. Provide new hire and ongoing training.

Provide ongoing coaching to the ESP team that centers ERSJ, King County values and recovery principles and immediate disputes among staff.

Evaluate staff performance and provide coaching and counseling related to job performance utilizing a supportive and growth mindset.

Conduct ESP staff meetings to ensure information travels up, down and across the ESP team and BHRD.

Align workflow of division initiatives of equity and social justice, recovery-oriented system of care and the goal to provide ESP and outreach services to the community.
Develop, update and implement ESP policies and procedures.

Work closely with labor partners, as needed.
Direct activities during crisis situations by helping to triage transportation response.

Ensure ESP services follow all requirements according to WAC246-341-0750 and contractual obligations.

Perform administrative duties including, but not limited to, handling correspondence, tracking client contact, reporting ESP data and ordering supplies.

Provide technical assistance to staff, to include properly documenting electronic health care records in myAvatar. Serve as business subject matter expert for myAvatar.
Coordinate and partner with law enforcement and other system partners to strengthen emergency response activities in King County while also serving as an ESP representative to the public.
Work closely with City of Seattle, shelters and community partners to expand partnerships and develop relationships that are collaborative and coordinated across existing and new entities to best serve ESP clients.
Respond to community questions and concerns regarding the ESP program and represent ESP at external and internal meetings.
Troubleshoot and resolve issues that may arise between constituents or system partners and develop working agreements regarding the ESP program.
Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • At least two years of experience working in substance use or homelessness services.
  • Knowledge of shelter and substance use resources in King County.
  • Understanding of specific issues related to high-risk or high-need populations.
  • Knowledge of group and team dynamics.
  • Knowledge of ands kill in administering CPR and first aid.
  • Knowledge and skill in using Naloxone.
  • Skill in detecting signs of intoxication from drug or alcohol use.
  • Skill in conducting brief initial assessment of client condition and determining the need for services.
  • Skill in defusing hostile, violent or challenging behavior.
  • Skill in training, supervising, coaching, and counseling staff.
  • Written and oral communications skills, including the ability to make presentations to diverse audiences.
  • Analytical and problem-solving skills.
  • Knowledge of principles of equity and social justice and demonstrated ability to work with individuals and/or groups from diverse backgrounds
  • Demonstrated ability to work effectively with a broad range of constituents, including, but not limited to, consumers, behavioral health providers, hospitals, law enforcement agencies, government officials, business people, and advocates.
    • Demonstrated ability to simultaneously manage multiple tasks/projects, in detail, and meet deadlines.
    • Strong facilitation skills and ability to promote consensus indecision making across DCHS/BHRD.
    • Computer skills; excellent knowledge of MS Outlook, Word, PowerPoint and Excel.
    • Valid and unrestricted Washington State Driver's License.
