IT Service Manager
Anticipated Starting Salary Range: $90,000 - $125,000

The State Corporation Commission (SCC) seeks an Information Technology (IT) Service Manager to join our Health Benefit Exchange (HBE) division. The Health Benefit Exchange operates Virginia's Insurance Marketplace with a mission to increase access to affordable and reliable health coverage for Virginians who are not insured by their employer, Medicaid, or Medicare. Launched in November 2023, the Marketplace is Virginia's own state-based health insurance marketplace where consumers can shop for, compare, and purchase high-quality and affordable health insurance plans. As an IT Manager, you have the unique opportunity to join a growing and talented professional team assisting in the development of the Health Benefit Exchange. The position works a hybrid schedule (generally 2 days in the office and 3 days working from home each week, based on the needs of the division).

Responsibilities of the IT Service Manager will include the following:
- Managing IT Operations staff (currently 3 full-time employees and 3 contract employees) and activities
- Overseeing and coordinating the successful implementation of quarterly third-party SAS releases
- Overseeing and managing the day-to-day operations of critical IT solutions, Risk, Issue, and Decision logging, and managing incident and problem resolution
- Performing key vendor management tasks to ensure software currency, service level management, and road map planning
- Supporting key IT initiatives, projects, and solutions across various stakeholder groups
- P articipating in and contributing to strategic planning activities
- Overseeing the delivery and review of vendor critical deliverables
- Coordinating activities with other leaders of other business units, including User Acceptance Testing, Data Analytics, and Program Management
- Performing other related duties as assigned
- Considerable professional experience in an IT services environment including work with leading IT operations and projects, IT vendor management, and contract administration
- Professional experience directly managing staff and teams
- Demonstrable organizational, analytical, and problem-solving skills, with an understanding of complex case resolution while working with various stakeholders and systems/processes
- Demonstrated effective leadership with the ability to set clear expectations
- Excellent oral and written communication skills
- ITIL, PMP, or other IT management certifications are preferred but not required
- A bachelor's degree in computer science, information systems, or a related field is preferred but not required
- Ability to take initiative and thrive in a fast-paced, evolving environment
- Ability to understand and manage the IT landscape i.e., key applications, assets, and tools- know where there are problems / challenges and work to resolve them
- Ability to maintain effective working relationships with SCC staff, vendors, outside agencies, and the public is required
- A ny experience supporting complex applications in a healthcare or health insurance-related environment is a plus
