The Proposal Manager will lead the development of high-quality, competitive, and compliant proposal responses, including Statements of Qualifications (SOQs), Requests for Proposals (RFPs), and related marketing materials. This role requires strategic thinking, exceptional project management skills, and the ability to collaborate with technical staff, marketing professionals, and senior leadership. The ideal candidate must have a proven ability to manage multiple concurrent deadlines, coordinate cross-functional teams, and drive the proposal process efficiently in a fast-paced environment.

The Proposal Manager will lead the development of high-quality, competitive, and compliant proposal responses, including Statements of Qualifications (SOQs), Requests for Proposals (RFPs), and related marketing materials. The ideal candidate must have a proven ability to manage multiple concurrent deadlines, coordinate cross-functional teams, and drive the proposal process efficiently in a fast-paced environment.
Responsibilities:
- Manage the proposal development process from start to finish, ensuring timely and high-quality submissions.
- Develop and implement proposal strategies, messaging, and win themes in collaboration with technical teams and leadership.
- Facilitate proposal kick-off meetings, milestone reviews, and debriefs to continuously improve the process.
- Act as a liaison for both public and private business development efforts.
- Manage and maintain a centralized database of proposal content, resumes, and project descriptions for efficient reuse.
- Coordinate with fellow marketing staff and subject matter experts to create compelling, visually engaging submittals.
- Lead quality control reviews, ensuring accuracy, consistency, and alignment with brand and industry standards.
- Track and report proposal outcomes, win rates, and lessons learned to support business development strategies.
- Research industry trends, competitors, and client needs to improve proposal positioning.
- Create proposals, including technical writing and graphic design elements, as needed
- Supervise the execution of community engagement events that are coordinated by junior staff
- Assist marketing and HR with coordination and logistics of internal company events
- Maintain company branding standards, including marketing materials, internal and external events, company communication, and branded merchandise
- Occasional travel to other Tennessee office locations or partner companies around the southeast
- Additional related duties as needed
Qualifications:
- Minimum of 10 years of experience in proposal development, with at least 6 years in a management or leadership capacity, preferably in the Architecture, Engineering, and Construction (AEC) industry
- Bachelor's degree in English, Communications, Marketing, Business Administration, or a related field
- Advanced proficiency in Adobe InDesign, Adobe Acrobat, Microsoft Word, and Microsoft PowerPoint
- Strong leadership and project management skills with the ability to influence and collaborate across teams
- Excellent communication skills, both written and verbal, with a strong eye for detail and accuracy
- Proven ability to manage multiple, high-priority deadlines in a fast-paced environment
- Experience with database management and CRM software
- Graphic design experience required
