PRIMARY PURPOSE
Provides enterprise wide management, leadership, and integration of the Workforce Development Strategy. Continually assesses the need for workforce solutions, identifies and arranges suitable solutions for community job seekers and team members seeking career pathway mobility. The role will also serve as a liaison between Advocate Health, community-based organizations, community colleges, K-12 schools and strategic partners.

Masters Degree in Human Resources, Organization Development or related field.

Knowledge / Skills / Abilities
Demonstrated experience in leading community and/or corporate training program for frontline team members. Excellent interpersonal, written and verbal communication skills with the ability to communicate effectively with internal and external stakeholders. Creative ability to engage high-barrier populations in workforce related training, including the capacity to navigate community resources. Strong organizational skills and detail oriented. Ability work independently, problem solve and make well-informed make decisions. High level of proficiency and literacy in using the Microsoft Office Suite, similar products and other technology solutions. Ability to work effectively in diverse communities and work groups
Work Experience
Typically requires 5 years of experience in coordinating community or corporate training programs, which showing demonstrated success in Workforce Development, Human Resources, public and private entities, schools and/or churches. Includes 1 year of supervisory experience in human resources
Physical Requirements and Working Conditions
This position requires travel, therefore, will be exposed to weather and road conditions. Operates all equipment necessary to perform the job. Exposed to a normal office environment.

Major Responsibilities
- Ensures effective operations of all workforce development program components and activities, including resources required to support orientation, participant interviews and internship opportunities for external pipelining, and incumbent workforce training.
- Develops and leads strategies and approach to building strategic relationships with external organizations to create a strong pipeline of candidates for sites and positions.
- Provides system-wide program administration workforce development programming, including managing external relationships including but, not limited to community-based organizations, community colleges, K-12 schools and strategic partners.
- Responsible for planning, organizing and coordinating activities related to clinical rotations, internships, and job shadowing; including post program interview/placement coordination at site(s) of care.
- Builds and maintains strong, productive relationships with key constituencies within the organization to play an active role in connecting job seekers to training opportunities aligned with current roles.
- Manages the statistical analysis and data management for the workforce programs related to community- based organizations and community college partners. This includes managing data and outputs/outcomes by assigned partners who are pipeline partners for talent.
- Provides leadership and representation on health care workforce related consortiums, public workforce boards and other committees as needed.
- Partners with leadership to seek funding in conjunction with the charitable foundation and other potential private and public funders for workforce development activities.
- Performs human resources responsibilities for staff which include interviewing and selection of new employees, promotions, staff development, performance evaluations, compensation changes, resolution of employee concerns, corrective actions, terminations, and overall employee morale.
- Develops and recommends operating and capital budgets and controls expenditures within approved budget objectives.
- Responsible for understanding and adhering to the organization's Code of Ethical Conduct and for ensuring that personal actions, and the actions of employees supervised, comply with the policies, regulations and laws applicable to the organization's business.
