Minimum Qualifications
MINIMUM QUALIFICATIONS:
Eight years of experience in information technology or administrative services; OR

Six years of full-time work experience in any field plus six years of experience in information technology or administrative services; OR

An associate's degree in information technology plus six years of experience in information technology or administrative services; OR

A bachelor's degree plus six years of experience in information technology or administrative services; OR

A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus five years of experience in information technology or administrative services; OR

A master's degree plus five years of experience in information technology or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Differs from IT Statewide Director 2 by the presence of responsibility for directing a highly complex section of the Office of Technology Services.

Differs from IT Statewide Administrator 1 by the absence of responsibility for administering a division of the Office of Technology Services.

The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently increasing the rate of project success, and fostering a skilled and professional staff.

This is a high administrative position within the Office of Technology Services that performs a critical role that drives OTS' ability to measure, analyze, and optimize performance through data- driven insights. This position helps shape the strategic direction of OTS to impact success through effective metrics management and leadership. This position also plays a critical role in ensuring operations are in accordance with applicable laws, regulations, and internal
policies. This position requires strong leadership and project management skills with the ability to lead cross-functional teams and collaboration with stakeholders. Stakeholders include OTS executives, technical and business staff, as well as OTS customer agency executives and program staff.

Job Duties

40% Enterprise Metrics and Reporting- Evaluate, select, and manage the deployment of appropriate technologies, tools, and platforms for data collection, analysis, and reporting. Oversee the strategic development, implementation, and management of comprehensive metrics and analytics frameworks across OTS. Responsible for driving data-driven decision-making processes and enhancing organizational performance through the effective measurement and analysis of key metrics and KPls. Collaborate closely with senior leadership, department heads, and data analysts to ensure alignment of metrics with business objectives and to provide actionable insights that drive continuous improvement. Oversee the creation of insightful and actionable reports and/or dashboards that communicate key metrics and performance trends to stakeholders at all levels of OTS and OTS customers. Provide guidance and training on the interpretation and use of metrics to support data-driven decision-making and performance improvement efforts. Conduct on-going focus groups with OTS and OTS customer agencies to ensure implemented solutions meet program management requirements.

30% Acts as the legal liaison for OTS, addressing agency-related legal matters and ensuring effective communication with legal stakeholders. Keeps executive management informed of critical issues and developments.

Reviews and approves memoranda of understanding (MOUs) and data-sharing agreements to ensure compliance and alignment with agency objectives, state and federal law.

25% Provides oversight for critical initiatives, including the records retention plan, agency IT strategic plan, Louisiana State Census Data Center, OTS Training Compliance, and the OTS Business Continuity Plan.

Manages the OTS records retention process to ensure accuracy and compliance with regulations.

Assists the OTS Chief Administrative Officer in coordinating and monitoring legislation that affects OTS operations or its support for other state agencies. Directs subordinate staff by assigning priorities, monitoring progress, and delivering training and guidance to support professional growth and operational efficiency.

5% Performs other duties as assigned. This includes such tasks as:
Directing preparation of highly complex specialized reports
Serving on design review committees and Quality Assurance teams for statewide projects
Functionally directing the work of OTS staff on an as-needed basis for relevant projects
Participating in the development and review of OTS policies and procedures
