Description
The APEX Division of the Office of Budget and Finance (OBF) is seeking an experienced PeopleSoft Payroll Manager who will manage the processing and distribution of Hennepin County payroll on a bi-weekly basis, provide supervision to nine payroll staff, and continuously enhance business process efficiency, the control environment, as well as the customer service experience of the employees.
Location and hours:
This position is hybrid and will be performed both on-site at the 625 building, 625 4th Avenue South, Minneapolis, MN 55415, and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will:
- Manage, direct and oversee county-wide central payroll unit and preparation of biweekly payroll, and biweekly, quarterly and annual reporting in accordance with HR policy, union contracts as well as federal, state and other tax laws and regulations.
- Keep informed of numerous changes in federal and state regulations and payroll implications associated with them.
- Assist in developing and implementing payroll policies, procedures and controls by reviewing the requirements provided by Hennepin County Personnel Rules, benefits policies, and union contractual obligations, federal and state laws and rules.
- Manage and monitor audits of payroll data and systems conducted by internal and external auditors. Oversee payroll reporting systems to ensure adequate and timely compliance with federal and state rules and reporting requirements.
- Work with other internal teams on implementing policies and procedures to meet county responsibilities with respect to labor agreements. Work with Human Resources and Labor Relations during negotiations on specific contract items which will impact compensation and other payroll issues.
- Identify problems and areas for improvement of efficiency associated with the payroll process, respond to complaints, and provide information to employees, retirees, county leadership, or outside agencies.
- Coordinate internal teams for the testing and implementation of any modification or upgrades to the PeopleSoft system that impact payroll.
- Hire, manage, and develop the payroll team by coordinating and delegating work as appropriate; monitor staff performance and identify training and development needs.
- A commitment to promoting a diverse, inclusive workplace where everyone is engaged, valued, treated fairly and effectively advancing equity in Hennepin County.
Need to have:
- One of the following:
- Bachelor's degree or higher in business administration or other field appropriate to the position and five years of experience in the planning and administration of organizational operations or programs.
- Nine years of experience in the planning and administration of organizational operations or programs.
Nice to have:
- Certified Payroll Professional certification or equivalent.
- Experience:
- Managing payroll for a large organization (8,000+ employees).
- Using an enterprise resource system (ERP) automated payroll system to process payroll.
- Supervising and/or managing a payroll staff.
- Processing payroll in accordance with federal, state, and local tax laws.
- Processing payroll for multiple business units with employees in a nationwide setup.
- Troubleshooting technical issues related to accounting/payroll software.
- Five years or more of working experience of Time & Labor, Benefits, union settlement, and retro-pay with PeopleSoft or an equivalent complex payroll system.
- Effective interpersonal, coaching, negotiating, conflict management, and consensus building skills.
- Ability to establish and maintain effective working relationships with all levels of the organization.
