Description:

The Fuel Project Evaluation Section (FPES) within the Transportation Fuels Branch of the Industrial Strategies Division is seeking an Air Resources Engineer to support the California Low Carbon Fuel Standard (LCFS). The LCFS is a key program to promote alternative fuels and achieve GHG emission reductions in the transportation sector. FPES is responsible for evaluating project-based applications that will reduce the carbon intensity (CI) of conventional petroleum fuels supply chains, including innovative crude projects, refinery investment projects, renewable hydrogen refinery projects, and other refinery projects. The section also provides support for fuel pathways involving co-processing of low-CI feedstock, dairy/swine digester projects and carbon capture and sequestration (CCS). Staff in the section employ expertise in the CI calculation of conventional fuel supply chains using tools such as the Oil Production Greenhouse Gas Emissions Estimator (OPGEE).

Under the direction of an Air Resources Supervisor I (ARS I), the Air Resources Engineer (ARE) will conduct modeling and life cycle analysis for petroleum-based and alternative fuels, contribute to updates and implementation of the LCFS Regulation, and use engineering principles to evaluate the technical accuracy and completeness of proposed projects and pathways to ensure compliance with the LCFS Regulation. The individual in this position completes both short and long-term tasks including critical assignments at times under tight timeframes. The staff person in this position will communicate technical and policy analysis to a broad set of stakeholders through verbal discussions, reports and presentations and maintaining good working relationships with stakeholders is an essential skill for this position. The ARE also represents the branch at agency meetings, public workshops, and other stakeholder forums.

  • Process design and project development of petroleum refinery and hydrogen production
  • Process design and project development of alternative fuels production, especially for renewable natural gas produced from various feedstock types
  • Carbon capture and sequestration or similar novel carbon reduction technologies
  • Co-processing of biogenic feedstock and conventional petroleum feedstock
  • Experience with the LCFS, Renewable Fuel Standard, or other climate-related fuel standards
