The Early Support for Infant and Toddlers (ESIT) Program, in the Partnership, Prevention and Services Division at DCYF, is accountable to meet all requirements of Part C of the Individuals with Disabilities Education Act (IDEA), the early intervention program for infants and toddlers with disabilities or developmental delays. The program is positioned under the Assistant Secretary of Partnership, Prevention and Services, and reports to the Director of Family and Community Support. This position has primary responsibility for implementation of a statewide system of early intervention services including, governance and finance, partners and tribal engagement, accountability & quality improvement, data systems, workforce development, and training & technical assistance. The Opportunity:
The ESIT Senior Administrator supports the DCYF Strategic Plan for building a comprehensive Birth-8 system, to achieve kindergarten readiness outcomes associated with strong developmental services offered through the ESIT system Program. In this role, you will support cross system work to ensure the integration of ESIT with other early learning, health, and family support initiatives within DCYF and identify opportunities to enhance services, develop strong infrastructure, and leverage partnerships across state agencies. You will supervise seven positions and have oversight of a section of 25 positions.

Some of what you will get to do:
  • Oversee all essential programmatic, legislative and budgetary actions necessary to implement the State's IDEA, Part C Early Intervention Program.
  • Ensure strong leadership, stakeholder and partner engagement throughout program development and implementation of a system of early intervention supports.
  • Serve as Part C Early Intervention State Lead for the federal IDEA Part C grant.
  • Oversee system design, development, testing, and deployment of data interface for the ESIT Data Management System to meet state and federal reporting requirements, optimizes accountability and builds program improvement efforts.
  • Develop and oversee the procurement, contracting and budget for County Lead Agencies and Early Intervention Provider Agencies.
  • Manage integrated work on caseload forecasting and implementation of effective rate structures.
  • Manage a multi-faceted $170 million annual budget and engage in multi-year budget planning, tracking and analyses.
  • Oversee deployment of key workforce development activities and a system that provides high-quality training & technical assistance to provider agencies statewide.
  • Lead cross system work to ensure youngest children with potential delays and disabilities served throughout child welfare and early learning settings are served with appropriate services and support.
Required Education, Experience, and Competencies:
  • Equivalent education and professional experience totaling twelve (12) years of professional experience in early intervention, early childhood special education, child development, early learning or related discipline.
OR
  • A Bachelor's degree AND eight (8) years of professional experience in early intervention, early childhood special education, child development, early learning or related discipline.
OR
  • A Master's degree AND six (6) years of professional experience in early intervention, early childhood special education, child development, early learning or related discipline.
AND
  • Advanced knowledge of federal and state laws governing health services, early intervention or special education services.
  • Two (2) years of legislative experience or organizational development experience.
  • Five (5) years of experience supervising staff to include training, coaching and performance evaluation.
  • Five (5) years of project management and/or strategic planning.
  • Note - Years of experience required above may be obtained concurrently.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Demonstrated skills in planning, administering, developing, and delivering IDEA, Part C early intervention.
  • Demonstrated skills in project management, strategic planning and data-informed decision-making.
  • Legislative experience or organizational development experience.
  • Demonstrated research skills including the ability to search for, locate, extract, organize, evaluate, and use or present information relevant to the field of early intervention, care, and education.
  • Demonstrated skills in fostering collaboration between families, local service providers, state systems.
  • Demonstrated skills in team building and conflict resolution.
  • Demonstrated skills to use technology to improve efficiency, accuracy and quality of program management work.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
