Job Description:
Seeking for a subject matter expert with in-depth knowledge of project management and the supply chain acquisition process. The ideal candidate will have the ability to lead all aspects of the supply chain process from the proposal stage through program award and execution. This role will involve strategic sourcing, market analysis, and the alignment of supply chain efforts with business goals. The Supply Chain Program Manager will be responsible for managing cost, schedule, and technical performance to ensure the company's and customer's objectives are met, including on-time delivery, exceptional quality, and affordability. The role also includes monitoring project issues and developing solutions to ensure the successful achievement of goals.
The candidate will need to demonstrate expertise in managing supplier relationships, analyzing material feasibility, and supporting product development activities. The ability to manage cross-functional teams and integrate supply chain operations into program development is essential. Furthermore, this individual will lead and mentor a diverse team, drive supply chain improvements, and handle complex subcontract negotiations. The role also involves staffing, recruiting, training, and talent development.

Essential Functions:
  • Lead the supply chain acquisition process, ensuring effective management of cost, schedule, and technical performance for business unit programs.
  • Analyze markets and perform strategic sourcing to align with business goals, ensuring timely delivery, quality, and cost efficiency.
  • Manage and optimize supplier relationships to meet program, customer, and corporate goals for sales, orders, and profitability.
  • Oversee the integration of the supply chain team into program development and execution, ensuring cross-functional collaboration.
  • Lead, motivate, and develop a diverse team of supply chain professionals across various experience levels.
  • Drive and execute supply chain transformation and improvement projects to enhance operational efficiency.
  • Apply a hands-on approach to identify and resolve supply chain challenges, promoting best-in-class processes and cost efficiencies.
  • Negotiate and manage contracts, including subcontracts, teaming agreements, non-disclosure agreements, and sole-source agreements.
  • Establish and manage contractual milestones, including reviews and schedule goals, ensuring supplier capacity and inventory optimization.
  • Provide timely, accurate supply chain status reports to management and external stakeholders.
  • Take corrective actions as necessary to address program issues or performance gaps.
  • Manage departmental and program budgets, tracking and explaining performance variances.

Qualifications:
  • Bachelor's degree with a minimum of 12 years of prior related experience, or a graduate degree with a minimum of 10 years of related experience. In lieu of a degree, a minimum of 16 years of prior related experience.
  • Expertise in managing complex subcontracts, including hardware, software, and services, both in initial and follow-on/production phases.
  • Ability to navigate FAR/DFARS regulations and ensure compliance with internal procedures.
  • Proven experience in managing budgets, spending plans, payment forecasts, and variance reports.
  • Strong leadership abilities, with a focus on team development and performance management.
  • Ability to communicate effectively with diverse stakeholders and manage cross-functional relationships.

Preferred Additional Skills:
  • TS/SCI and/or DoD Secret clearance preferred, but not required.
  • Experience with contract types such as FFP, FPIF, T&M, Labor Hour, and Cost-Plus (fixed-fee, incentive fee, or award fee).
  • Experience with Lean Six Sigma or similar continuous improvement methodologies.
  • Proficiency in Microsoft Suite (Word, Excel, PowerPoint, etc.).
  • Strong verbal and written communication skills.
  • Previous leadership experience, including the ability to lead a team in a fast-paced and dynamic environment.
  • Experience with small business initiatives and supporting diversity goals in the supply chain.
