THE POSITION

The Department of Human Services (DHS), Bureau of Procurement and Contract Management is seeking a Procurement Specialist 3. DESCRIPTION OF WORK
In this analytical and consultative role, you will provide procurement development and management for program offices during contract development. You will produce statements of work, pricing methodologies, performance measures, and proposal evaluation criteria. You will also serve as the Issuing Officer and lead all assigned procurements, recommendations, process improvements, and coordinating activities. This role requires the ability to prioritize work to ensure emphasis is placed on the most critical and time sensitive assignments. In addition, you will develop policy for competitive procurement selection, determine procurement methods for individual projects, conduct negotiations for procurements, and provide monitoring controls to govern contract development, execution, management, and closeout phases.

Work Schedule and Additional Information:
- Full-time employment, 37.5 hours per week
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- Paid parking
- Telework: You may have the opportunity to work from home (telework) part-time, working two days per week in the office for the first four weeks, then after successful completion of training, one day per week in the office. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year as a Procurement Specialist 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Two years of professional experience performing contract management work; and a bachelor's degree in business, supply chain, logistics, project, or operations management, or a related field; or
- An equivalent combination of experience and training.
