Duties
This position serves as the appointing authority for Monroe Correctional Complex. The Superintendent contributes to the agency's mission to improve public safety providing overall leadership, planning, and strategic vision while directing all operations of the institution to include facility housing, programming, managing adult offenders, fiscal, classification, plant maintenance, safety, health and sanitation, educational, vocational, programming, and security and custody operations. This position works collaboratively in support of other agency divisions operating at the facility (Health Services, Administrative Operations, Offender Change, Community Corrections, and Correctional Industries) to ensure a smooth integration of services/programs. This work is done in support of the Department of Corrections (DOC) Mission and Strategic Plan.
This position serves as a key member of the Assistant Secretary of Prisons leadership team, and Secretary's extended leadership team. Incumbent uses strategic judgment in establishing policy and strategic direction for the facility in planning and development of the biennial budget and ongoing control of activities and operations. Develops, implements, and monitors policies and procedures that provide operational and security direction for staff and offenders. Ensures compliance with department directives, mission, values, and key goals. Responsible for establishing, maintaining, and enhancing relationships and partnerships within the community including local city and state agencies, law enforcement, Senator and State Representative, and other influencing individuals and organizations.
As one of Washington State's five (5) Superintendents, this position provides public safety by managing all on-site and off-site operations in a safe and secure manner. Requiring professional mastery of sound correctional practice, management principles and skills, the Superintendent's scope of authority and impact encompasses the

This position serves as a key member of the Assistant Secretary of Prisons leadership team, and Secretary's Extended Leadership Team. Incumbent uses strategic judgement in establishing policy and strategic direction for the facility for planning and development of the biennial budget, with ongoing control of all activities and daily operations. Develops, implements and monitors policies and procedures that provide operational security direction for staff and offenders. Ensures compliance with department directives, mission, values and key goals.
Errors made within the scope of authority and responsibility can potentially impact the ability to house incarcerated individuals safely and maintain a safe and secure environment for staff, visitors and surrounding community. Potential impacts of management error at this level include creating budget deficits affecting the ability to maintain an appropriate and safe physical plant thus increasing the risk of safety related harm to staff and incarcerated individuals; creating small- and large-scale disturbances, resulting in risk to life and safety, facility security and community safety; increased litigation that can impact finances and damage trust among internal and external stakeholders.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.

- Required Education, Experience, and Competencies:
Proven leader, motivator, mentor and change agent, who possesses excellent verbal and written communication skills. - Must adhere and enforce Equity, Diversity, Inclusion and Respect (EDIR) principles, with the ability to supervise and manage a wide range of personalities and positions.
- Experienced, innovative correctional manager with five years or more of broad-based, progressive managerial or administrative experience in a multi-level custody, adult corrections environment. Elements of this experience should include a minimum of three (3) years in an executive leadership role.
- Budget administration and development experience.
- Effective project management skills. Possess a working knowledge of total quality principles.
- Communication skills and leadership competencies, including mediating, negotiating, and resolving conflict.
- Demonstration and exemplification of the qualities the department seeks in all of its employees; those who are honest, have a strong work ethic, are dependable, achieve results through teamwork, and convey dignity and respect.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
