The Department of Human Resources attracts, develops, and retains diverse and exceptional employees committed to supporting our vibrant and resilient coastal community. We are currently seeking a Compensation Administrator that will assist the Compensation Team in the administration of the City's compensation programs. This administrator role will focus on supporting compensation data management, assisting with job evaluations, and helping ensure the City's pay practices are equitable, competitive, and in compliance with relevant laws and regulations. This position will be responsible for leading City-wide compensation projects and initiatives.
Essential Functions

Essential functions include but are not limited to:

  • Develop and manage the City's compensation and classification programs, including the creation of salary structures and job classification systems.
  • Conduct regular market analysis and salary surveys to ensure the City's compensation practices are competitive within the public sector and private industry.
  • Collaborate with HR leadership and other departments to ensure compensation practices align with overall organizational strategy and goals.
  • Provide expert consultation on pay equity, salary adjustments, and classification reviews.
  • Analyze internal compensation data and ensure alignment with industry standards, while promoting fair and equitable pay practices.
  • Manage job evaluations and ensure that all positions are accurately classified according to responsibilities and qualifications.
  • Prepare and present reports on compensation trends, pay equity, and classification findings to City leadership and stakeholders.
  • Administer the City's compensation programs, including merit and performance-based salary increases.
  • Assist in the preparation of the annual budget related to compensation and staffing resources.
  • Stay informed about state and federal compensation regulations, and make recommendations for adjustments to ensure compliance.

Education/Experience
Work requires specialized knowledge in a professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

The ideal candidate will possess:
  • At least seven years of experience in compensation management, human resources administration, or a related field, with an understanding of compensation data analysis and program administration.
  • Proficiency in compensation software, data management tools, and Microsoft Office Suite (Excel, PowerPoint, Word).
  • Strong organizational and communication skills with an ability to work collaboratively within a team.
  • Knowledge of federal and state labor laws and regulations related to compensation.

Additional Information & Requirements

Signing Bonus: This position is eligible for a one-time $5000 sign on bonus.
  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
