JOB SUMMARY:
The City of Birmingham is seeking to hire a Senior Systems Analyst - GIS to be responsible for designing and coordinating the development of Geographic Information Systems (GIS) databases used for the development and mapping of GIS data. Employees in this job class are also expected to oversee the management of GIS-related projects through the coordination and communication of project activities. Senior Systems Analysts - GIS are responsible for developing and conducting training related to GIS applications and data to internal and external customers and stakeholders. Individuals in this job class act as lead workers of peer or support staff within their department by assigning and reviewing work tasks, facilitating training, and providing feedback using policies, procedures, tools, and directives from management to ensure tasks are completed by established requirements.

The pay range for this job is listed below:

Birmingham $76,419 - $118,539

MINIMUM QUALIFICATIONS:

The following are job-related qualifications that are required for employment consideration for this position:
  • Experience in Project Management (e.g., SDLC - SCRUM, AGILE, Waterfall) involving managing large projects on a major system or enterprise entity for multiple applications.
  • Experience using SQL, t-SQL, or similar relational databases for data extraction and querying for reporting purposes.
  • Experience developing reports and dashboards using ESRI technology (e.g., ArcGIS Enterprise dashboards, Experience Builder, Story Maps).
  • Experience analyzing and documenting user requirements in a business, government or financial environment.
  • Experience using ESRI tools (e.g., ArcMap, ArcGIS, ArcDesktop) to design and edit GIS systems, programs, and databases.
  • Experience designing and maintaining geospatial databases (e.g., MS SQL server, relational databases).
  • Experience using programming languages (e.g.,T-SQL, .NET, Python).


PREFERRED QUALIFICATIONS:

The following are job-related qualifications deemed desirable by the City of Birmingham. These qualifications may be considered by the city when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes.
  • Geographic Information Services Professional (GISP).
  • ESRI Certifications.
  • Master's degree in Geography, Computer Science, or a related field of study.


TYPICAL JOB DUTIES:
  • Analyzes Geographic Information Systems (GIS) data for use in various settings (e.g., urban planning, infrastructure development, public health) using ArcGIS applications, maps, graphs, and/or tabular data in order to identify spatial relationships.
  • Designs and coordinates the development of integrated Geographic Information Systems (GIS) spatial or non-spatial databases using multiuser relational database management systems (e.g., AcrGIS, Oracle, Microsoft SQL) in order to develop and map thematic layers of GIS data (e.g., administrative areas, site addresses, ownership and tax parcels, health trends, spread of ID, Orthophotos, etc.).
  • Acts as a lead worker of peer or support staff by assigning and reviewing work tasks, facilitating training, and providing feedback using policies, procedures, tools, and directives from management in order to ensure tasks are completed in accordance with established requirements.
  • Serves as on-site administrator for various systems or applications by providing user support, installing system/application updates, and managing user access rights for user systems.
  • Engages in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines.
  • Oversees the management of projects by monitoring the progress of work, coordinating necessary resources, and ensuring adherence to project outlines and specifications using established budgets and schedules in order to complete projects according to established objectives.
  • Designs, develops and modifies system applications, databases, and/or programs by meeting with users to identify needs and uses various programming languages (e.g., ASP.Net, Java, C# SQL, Python, etc.) in order to meet specific user, department, or jurisdiction application and systems needs and requirements.
  • Creates and modifies system documentation and user guides for applications by reviewing reference materials, testing system applications and functionality, and assessing users' needs in order to provide users with reference materials.
  • Analyzes and monitors system applications, databases, programs, and/or scripts by reviewing and documenting various programming languages (e.g., ASP.Net, Java, C#, SQL, Python, etc.) in order to identify errors and enhance system efficiency and effectiveness.
  • Conducts training to provide knowledge and understanding of work processes to ensure compliance with procedures and standards.


PHYSICAL DEMANDS:
Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.

WORK ENVIRONMENT:
Work is conducted almost exclusively indoors in an office setting. Work involves use of standard office equipment, such as computer, phone, copier, etc.
