Job Description Summary
The Vice President for Research (VPR) for the University of Maryland, College Park (UMD) and the University of Maryland, Baltimore (UMB) oversees a research enterprise of $1.4 billion in combined research expenditures. The VPR reports directly to the President at the University of Maryland, College Park and is a member of the President's Cabinet with a secondary report to the President at the University of Maryland, Baltimore. The VPR works closely with senior leadership at both campuses and collaborates closely with the UMD Senior Vice President and Provost and the other vice presidents, as well as with deans and center directors.

The VPR works with the presidents at UMD and UMB to develop a vision and strategy informed by national trends in federal funding and established and growing areas of strength, such as quantum research; artificial intelligence and data science; climate change; health; social justice; and national security. The VPR supports the university community and its missions by fostering a culture of quality, high impact, multidisciplinary research and scholarship; providing access to funding information and sources; enhancing the ability to respond to national and international research priorities; ensuring compliance with policies and procedures related to research; promoting faculty and university talent and capabilities; and fostering innovation amongst, and affiliations with, external industry, institutional, and federal collaborators.

The VPR is responsible for sustaining strong growth and excellence of UMD's and UMB's research programs, which, in the most recent fiscal year, resulted in greater than $1.34 billion in research awards. This position divides time between the UMD and UMB campuses, spending about 80% time in College Park and 20% time in Baltimore.

VPR oversees the UMD Division of Research, which is comprised of the following units: Office of Research Administration; Office of Research Development; Office of Sponsored Programs and Accounting; Office of Research Compliance; Office of Innovation; Department of Laboratory Animal Resources; Applied Research Laboratory for Intelligence and Security (ARLIS); Institute for Governmental Service and Research; National Consortium for the Study of Terrorism and Responses to Terrorism (START); and the Small Business Development Center. The VPR leads a division of over 500 personnel and a budget of $41.4 million on the College Park Campus.

Essential Responsibilities:
Develops and promotes policies and procedures that support a large and diverse faculty in the
responsible conduct of their research, scholarship, and creative work.
Represents the UMD to national and international research agencies, government, and industry, and
facilitates interaction between the deans and these agencies.
Promotes the development of high impact, multidisciplinary and multi-campus research proposals
and activities, particularly those involving multiple universities, government agencies, and the
business sector.
Facilitates integration of cross-campus entrepreneurial efforts, working with UM Ventures and
several college/school-based units.
Develops partnerships and agreements with government and industry that will lead to expansion of
research projects to be conducted in the University's Discovery District.
Oversees the following administrative units: Research Administration; Research Development;
Sponsored Programs and Accounting; Research Compliance; Innovation; Laboratory Animal
Resources.
Oversees the following research centers: Applied Research Laboratory for Intelligence and Security
(ARLIS); Institute for Governmental Service and Research; National Consortium for the Study of
Terrorism and Responses to Terrorism (START); and the Small Business Development Center.
Works closely with the Joint Global Change Research Institute.
Fosters collaborative research between faculty at UMB and UMD.
Supports joint UMB and UMD research centers, including IBBR, Institute for Health Computing, and
St. Johns Center for Translational Engineering and Medicine.
Facilitates alignment of research policies across UMB and UMD.

Physical Demand:
Normal Office Environment. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally. Ability to travel to meetings off-campus as required.

Preferences:
Significant industrial and/or government senior management experience is valued.
Active Security Clearance.

License and Certifications:
Must have an Active Clearance or be able to obtain a TS/SCI security clearance. If selected, you must meet the requirements for access to classified information and will be subject to a government security clearance investigation that includes criminal and credit history checks, as well as verification of U.S. citizenship, birth, education, employment, and military history.

Minimum Qualifications

Education: Ph.D. degree from an accredited college or university.

Experience: Fifteen (15) years of experience in research administration, research development, or creating entrepreneurial initiatives. An accomplished leader with at least eight (8) years of experience supervising or managing professional staff.

Ten (10) years of employment at an academic institution within the University System of Maryland (USM).

A deep understanding of, and respect for, academic values, scholarly work, and fundamental, applied, and translational research enterprises;

Knowledge of patenting and licensing, federal research policies, and compliance regulations;

Superb interpersonal and communication skills, with a demonstrated ability to communicate effectively with administrators and faculty, as well as leaders in government and industry;

An entrepreneurial spirit, with a proven record of creating and implementing entrepreneurial initiatives;

A fair, collaborative, and transparent leadership style to work cooperatively and effectively with administrators, faculty, students, staff, and other external constituencies; an appreciation and understanding of the need for collaboration and synergy among these groups to make critical decisions on the allocation of resources;

Ability to interpret and apply policies, procedures, regulations, and laws.

Ability to multitask while demonstrating a commitment to customer service and sensitivity to a robust and diverse research community.

Strong management skills, both financial and human resources.
