About the Job

The Technical Director of MAP is responsible for guiding and training the Solutions, Services, and Capabilities (SSC) Office staff on GSX procedures and best practices for executing technical work related to credentialing programs, assessment development, survey development and deployment, data analysis, job task analysis, and psychometric National Commission for Certifying Agencies (NCCA) standards. The Technical Director of MAP participates in business development activities directed by the Sr. Technical Direction. The Technical Director guides analysts through the development and maintenance of credentialing programs using the criterion-referenced test development process, psychometric analysis of test and item functioning using CTT and IRT, and the development and maintenance of competency-based skills standards.

Responsibilities
  • Monitor projects to identify and mitigate risks, and develop a plan to meet project requirements
  • Onboard new SSC Office Staff to credentialing program policies and procedures
  • Advise GSX staff and, when applicable, clients on NCCA accreditation best practices
  • Provide technical support to design, develop, implement, and maintain certification programs
  • Maintain a centralized and standardized method of test development (e.g., item development, topic weighting, etc.) by developing standard operating procedures, criteria, and templates for technical/psychometric processes and procedures GSX employs to develop products and/or provide services to its clients
  • Represent SSC Office staff needs, wants, and constraints to GSX leadership
  • Promote strategic professional development activities to SSC Office staff
  • Identify opportunities to expand SSC Office capabilities
  • Participate in Requests for Information (RFIs) or Request for Proposals (RFPs) by identifying current capabilities, drafting responses, and/or identifying resources to participate in RFI/RFP development
  • Manage and oversee the work performed by GSX SSC personnel to ensure they meet accepted psychometric practices
  • Manage the SSC Office budget
  • Oversee psychometric data analysis on assessments (i.e., pilot-tests, production versions, ongoing maintenance) and surveys (e.g., item-level, test-level, demographics, etc.) using CTT and IRT by junior SSC Office staff
  • Solve complex client issues or complete complex client requests independently
  • Advise junior staff on how to troubleshoot client issues or concerns and how to collect and/or identify client needs, wants, and constraints
  • View projects from a wholistic perspective to anticipate how current decisions may change or impact future project tasks, capabilities, or next steps
  • Provide expert advice and counsel to stakeholders regarding technical/psychometric topics and work
  • Codify stakeholder needs, wants, and constraints; and generate innovative solutions
  • Provide support to clients on certification implementation and maintenance through status updates, custom solutions, product adjustments, and process recommendations
  • Ensure that all aspects of the development and execution of certification assessments are in compliance with major third-party accreditation standards (e.g., NCCA)
  • Facilitate meetings with Subject Matter Experts (SMEs) and Thought Leaders to support project needs (e.g., test development, certification program development, certification reporting, etc.)
  • Support business development by responding to requests for proposals, requests for information, etc.

Qualifications:
  • Masters in I/O, Education, Measurement, and Research, or Psychometrics
  • At least seven years of credentialing and/or psychometric experience
  • Business development experience preferred
  • People management experience preferred
