The work unit assists with the management of the State parks and recreation areas, within the guidelines of Colorado State statutes, regulations and Division of Parks and Outdoor Recreation policies and procedures for the use, benefit and enjoyment of recreation area visitors. The unit provides a wide variety of recreational and educational opportunities to the public, while ensuring that safety and quality standards are met. The unit is responsible for providing visitor services, maintenance functions, natural resource protection, environmental education, administrative functions, law enforcement, inter-agency cooperation and program development assisting with statewide programs. The work unit also administers a variety of State Park programs.
Description of Job
This position supervises and participates in the completion of daily operations at the park level regarding visitor services. Areas of responsibility required to complete these operations include planning work strategies, park policies and procedures, supervision of the temporary employee workforce, maintaining a safe recreational environment, acting as the lead law enforcement and emergency response officer at the park, protecting the natural resources, establishing and maintaining mutual response guidelines and open lines of communication with surrounding agencies and private entities. This position also exists to address any additional/ unforeseen issues, duties, problems, etc. that the visitors, staff, park, or agency may encounter. This position directly supervises other FTE and is the second-line supervisor to temporary employees or is the staff authority for law enforcement.
Specific duties include but may not be limited to:
LAW ENFORCEMENT/EMERGENCY SERVICES
This POST-certified officer supervises and participates in the work unit's law enforcement program. Provides professional level law enforcement of Colorado's revised statutes, including parks and wildlife, criminal, traffic, children, and liquor codes and occasional off-park patrols (hunting, OHV, snowmobile, etc.). Responsible for training temporary officers and ensuring the quality of their law enforcement. Issues (and supervises others) warnings, tickets, arrests, and investigates boat, OHV, snowmobile, and minor motor vehicle accidents. Maintains Law enforcement case records as the evidence and property custodian, dockets cases in the appropriate courts, and makes occasional court appearances. Maintains an adequate inventory of law enforcement supplies and ensures that equipment (weapons, blood kits, etc.) and officer certifications are kept current. Ensures adequate pre-planned emergency medical and fire response and trains staff on implementation. Manages first-response search and rescue plans and gear in coordination with the sheriff's department. Serves daily as contact with the public during law enforcement and informational contacts with potential positive or negative PR implications.
SUPERVISION
Directly supervises other FTE and directly or indirectly supervises temporary employees in the visitor services section. Develops and implements processes to ensure the daily operations of the park run smoothly including recruiting, hiring, training, assigning duties, scheduling, resolving conflicts, disciplinary/ corrective actions, delegation of special projects/duties, completing performance evaluations, and maintaining documents and employee files.
PROGRAM MANAGEMENT
Responsible for completing or delegating the completion of work necessary for the success of the following programs: all sections within the visitor's services section, including but not limited to law enforcement, environmental education, revenue collection, volunteer program, ANS, Boat, campgrounds, and swim beachareas. Assumes a leadership role by instructing, teaching, or leading junior employees within the division.
BUDGETING/ACCOUNTING/PROCUREMENT
Budgets in areas of responsibility. Develops and utilizes tracking systems to guide the spending of budgets, which can change frequently but typically include law enforcement supplies, operational budgets and temporary employee wages. Ensures proper use of State credit cards.
ADMINISTRATION
Performs administrative duties which includes regular reports from every section of responsibility, including filing and maintaining records (archiving) for the required time periods. Replies to email and phone requests for numerous and ever-changing reports and information.
MAINTENANCE
Coordinates efforts of the visitor services staff with the maintenance staff to maximize the potential of temporary employees. Often performs regular preventative maintenance duties (cleaning restrooms, fire pits/grills, emptying trash cans, plowing snow, etc.) and appropriately addresses major issues (lift station failure, broken water lines, building issues) with FTE maintenance staff. Manages and oversees visitor services storage and secure areas. Operates maintenance equipment such as mowers, chainsaws, weed whips, and tractors, etc. as needed.
PUBLIC RELATIONS
Serves daily as a contact with the public during law enforcement and informational contact with the potential for PR implications. Addresses citizen complaints regarding visitor services staff. Presents programs, radio shows, media interviews, and/or writing articles for newspapers or magazines to generate interest in the park as needed. Controls information flow to the press regarding emergency situations if the supervisor is not on-scene.

- LE officers will carry firearms daily, meet proficiency standards at least quarterly and encounter armed citizens regularly in the course of regular duties (Law enforcement, hunting, fishing, campground checks etc.)
- Must be capable of operating OHVs, maintenance equipment (including but not limited to mowers, chain saws, weed whips, tractors), surface ice rescue gear, all regularly carried law enforcement/defensive equipment/uniform items (including but not limited to: duty belt, handgun, handcuffs, OC, ASP baton, radio) as required. Must complete 40 hours of law enforcement training and must stay current in CPR and First Aid, duty weapon qualifications and other required certifications.
