Job Description
The Michigan Legislative Black Caucus (MLBC) is a coalition of sitting state legislators committed to ensuring that all citizens of the state of Michigan have equal opportunities. The caucus includes members of both the Michigan Senate and the Michigan House of Representatives. Under the direction of the Executive Board of the MLBC, the Executive Director coordinates and oversees the organization in executing its mission, vision, objectives, goals, and legislative priorities. The Executive Director acts as the primary spokesperson and advocates for resources on behalf of the MLBC and leads collaborative efforts with partnering organizations.
ESSENTIAL JOB FUNCTIONS:
Coordinates and oversees the MLBC's operations, providing oversight and direction to any current or future staff, interns, and consultants.
Maintains accountability for the administration of all activities and services for the MLBC.
Leads collaborative efforts with partnering organizations to achieve seamless, efficient, and effective operational performance.
Acts as the primary spokesperson and advocates for resources for the MLBC's program development and implementation.
Collaborates with board members and other key personnel to organize the MLBC's annual and special events.
Works closely with the MLBC's Historian to ensure that historical data of the organization is up-to-date and correct.
SECONDARY DUTIES AND RESPONSIBILITIES:
Provides support in planning and hosting meetings and other special events.
Attends meetings and events on behalf of the MLBC, as requested.
Performs other duties as needed to advance the mission of the MLBC.

Required Education and Experience
EDUCATION/EXPERIENCE:
Bachelor's degree in public administration, business administration, psychology, or similar field preferred
Three to five years of experience in a not-for-profit organization focusing on organizational management, administration, finance, budgeting, or accounting preferred
One year of supervisory experience preferred
Knowledge of legislative process and prior legislative experience required
Other combinations of education and experience evaluated on an individual basis
SKILLS AND KNOWLEDGE REQUIRED:
Ability to work with state departments such as the Department of Civil Rights, Department of Health and Human Services, and other Executive Branch agencies.
Ability to develop and maintain good working relationships with legislators and other elected officials and with staff, lobbyists, media/press, alumni members, and other interest groups.
Ability to use basic computer applications, including Microsoft Outlook, Word, Excel, and PowerPoint.
Ability to conceptualize, develop, and write reports.
Familiarity with various social media platforms, such as Facebook, Twitter, and Instagram, and knowledge of applicable best practices for each.
Knowledge of accounting, budget procedures, and techniques.
Ability to solve problems, pay attention to detail, and follow through on assigned tasks.
Excellent written and verbal communication skills.
Ability to work with diverse groups of people while managing a dynamic, changing organization.
Knowledge of applicable federal and state laws, including regulations governing various aspects of the organization's responsibilities.
Ability to prioritize multiple tasks in a fast-paced environment and meet deadlines that may be rigid or subject to change on short notice.
Ability to work outside of normal work schedule and travel as necessary.
Ability to work independently and as part of a team.
Ability to use diplomacy, discretion, and good judgment when disseminating information.

Oversees and implements the MLBC's social media strategy, integrating multiple platforms to effectively communicate the organization's key messages.

Leave Time

Full-time employees receive between 13 and 33 vacation days per year. Employees also receive 13 sick days per year. Employees may also qualify for up to 12 weeks of paid or unpaid leave for certain family or medical situations.

Holidays

MSC/SCAO/COA employees receive 13 scheduled holidays each year, including New Year's Eve and New Year's Day, Christmas Eve and Christmas Day, Memorial Day, and Veterans Day, just to name a few.

Flexible work schedules and remote work options are available for some positions.

Insurance and Other Benefits

Eligible employees can choose from a variety of health insurance plans, including a PPO, HMOs, and a High Deductible Health Plan with HSA (effective January 1, 2021). Other coverage includes vision, dental, life, and long-term disability insurance, as well as tax-deferred Flexible Spending Accounts (FSAs) for health, prescription, dental and vision eligible expenses, dependent care expenses, and Qualified Transportation Fringe Benefits (QTFB). Employees also have the option to purchase additional life, accidental death, and long-term care insurance, auto/home insurance, identify theft protection, and legal services.

Deferred Compensation

Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount deducted from their paychecks.

Retirement

Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match up to 3%. The Office of Retirement Services administers two different retirement plans for State of Michigan employees: and New hires can also receive up to a 2% employer match into a Personal Healthcare Fund and a lump-sum credit to a tax-deferred account if eligible.
