The Education Manager is responsible for managing the Education Department and supervising the work of staff involved in the development, implementation, and support of a variety of training programs including eLearning delivery for the Idaho Courts. The incumbent works with committees, judges, subject matter experts, faculty, court personnel, and consultants to develop educational programs. The Education Manager works independently under the general direction of Court Management Division Director.

Major Duties and Responsibilities

  • Oversees the work of Education Department staff and ensures education and training goals are accomplished;
  • Conducts training needs analysis, identifies audience, goals and objectives of training;
  • Oversees the designs and development of training programs and curriculum to meet identified learning goals and objectives;
  • Consults with internal and external stakeholders regarding curriculum and program development, organizational concerns, and makes recommendations where training is a consideration;
  • Develops budgets and provides analysis and recommendations for the Education Department;
  • Staffs the Statewide Education Committee and other ad hoc work groups and incorporates committee recommendations into program curriculum and selection and training of faculty;
  • Works with subject matter experts to design, develop, and revise educational programs and materials;
  • Develops strategies and materials to promote training programs;
  • Implements training including the creation of training materials, coordination of presenters, participants, and other administrative logistics;
  • Evaluates the effectiveness of training programs, curriculum and other educational resources and makes recommendations for improvement;
  • Manages training projects to include developing timelines, coordinating workflow, assigning work, and ensuring that projects are completed on time;
  • Oversees the maintenance of training records, program attendance, and evaluations;
  • Adapts and develops education and training programs for use on eLearning platforms;
  • Provides consultation to districts on educational needs, current trends in continuing professional education, best practices, and best techniques to engage audiences;
  • Oversees skill development training for faculty members with an emphasis on adult learning techniques;
  • Consults and works with faculty to prepare training programs and to improve performance and teaching methods;
  • Educates faculty members regarding training program design and delivery, including eLearning delivery;
  • Evaluates faculty performance after each training and provides appropriate feedback;
  • Designs program-tailored evaluation tools for participants to assess learning;
  • Facilitates and supports the work of assigned judicial advisors;
  • Oversees the administration of the education web page and learning management systems (LMS);
  • Oversees the maintenance of educational learning libraries;
  • Plans and facilities conferences, trainings, and other events through scheduling, negotiating prices and contract terms, coordinating speakers and attendees at the direction of judicial advisors, and oversees the provision of on-site support;
  • Drafts formal memoranda to court and administrative leadership to present ideas and seek guidance or policy decisions; and
  • Performs other duties as assigned.

Minimum Qualifications
The Idaho Supreme Court reserves the right to consider an equivalent combination of education, training, and/or experience necessary to successfully perform the major responsibilities of the position.

Education and Experience:
  • Bachelor's degree in Education, Training or a related field; Master's degree in Adult Education or related field preferred;
  • A minimum of five years of progressively responsible experience in the analysis, design, development and delivery of training programs as well as experience training instructors in adult learning techniques;
  • A minimum of two years of supervisory experience.

Knowledge, Skills, and Abilities

  • Knowledge of the principles and practices of curriculum development and training design;
  • Knowledge of adult learning practices;
  • Knowledge of the technology involved in the delivery of adult learning programs;
  • Knowledge of supervisory practices and procedures;
  • Knowledge of a variety of formal and informal training and teaching methods
  • Knowledge of the Idaho court and/or legal system preferred;
  • Skill in presenting information to diverse audiences;
  • Skill in training and teaching individuals and groups;
  • Skill in developing, maintaining and tracking budgets for assigned cost centers;
  • Ability to exercise sound professional judgment and make independent decisions;
  • Ability to prioritize and manage multiple projects;
  • Ability to communicate effectively verbally and in writing;
  • Ability to develop and maintain strong working relationships with a variety individuals;
  • Ability to use word processing, spreadsheet and presentation software as well as development software to produce eLearning products;
  • Ability to operate multimedia equipment;
  • Ability to move training materials and equipment weighing up to 30 pounds;
  • Ability to travel throughout the state.
