Description
The City of Norfolk is seeking a skilled and experienced Library Branch Manager to oversee the Downtown Branch at Slover. This position oversees the library component within The Slover, the Downtown Branch at Slover. As a member of senior leadership, this position works side-by-side with other senior leaders to collaborate and provide exceptional customer service to our residents and visitors. The Branch Manager will work collaboratively with the Department of Libraries to share information and ensure the branch is aligning with system-wide standards and goals. This position is responsible for shaping a positive experience for employees and customers in the library unit and being a champion for partnership with the other units in The Slover. Performs related duties as required.
The Slover is a premier destination located in downtown Norfolk that contains a branch of the Norfolk Public Library system, the Sargeant Memorial Collection Archives, the Roy E. Hendrix Business center, Creative Studios, Venue Rentals, and a Caf. The Slover encompasses three centuries of architecture which spans 138,000 square feet across seven floors. The City of Norfolk is a permanent Carnival cruise hub welcoming 150,000 guests a year. At just two blocks from the hub, The Slover is a destination for visitation, information, and activities for tourists in addition to our robust visitation from residents.

Education/Experience
Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline which is acquired in a Masters degree in Library Science from an ALA accredited university.
Three years experience as a Librarian with management experience.
Additional Information & Requirements
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

Essential Functions
Essential functions include but are not limited to:
- Directs the operations of the Downtown Branch at Slover by monitoring the budget, overseeing the acquisition of equipment and collections, establishing policies and procedures, implementing quality control standards, and monitoring vendor performance.
- Supervises employees by providing leadership and direction, assisting personnel with very difficult reference questions, conducting performance appraisals, developing training and professional development opportunities, offering work incentives, and providing assistance as needed; conducts interviews and makes hiring recommendations.
- Plans and executes programs aligned with system-wide goals. Works with other branches, volunteers, the Youth Services Department, Programming and Outreach Department, and the Multicultural Programming Committee to develop a schedule of programs.
- Participates in outreach partnerships and public relations activities by coordinating and planning calendar, developing special programming, delivering presentations and representing the Downtown Branch at Slover in meetings.
- Performs related duties by performing reference and reader's advisory services and administering grants and government funding.
- Work collaboratively with the Department of Libraries to ensure accurate representation of this branch on the system website and all marketing materials.
Education/Experience

- The Tuition Assistance Program is established to encourage employees toward continued self-development and education.
