Duties Description The SIGNAL Support Unit Manager (Business Systems Analyst 2 Health) serves as the lead business systems analyst and supervisor responsible for overseeing the development, maintenance, and optimization of business processes related to emergency management applications, including the including EMResource, EMTrack, WebEOC, and other emergency responder and logistics management tools. The Unit Chief ensures that these systems support effective emergency response coordination, resource management, and operational readiness. This role serves as the primary liaison between program staff, IT teams, and emergency management stakeholders, leading system improvement efforts, developing requirements for new or enhanced applications, and ensuring alignment with state and federal emergency management policies.

Supervision and Unit Management (20%): Provide direct supervision and leadership to Business Systems Analyst 1 and other unit staff as needed, including task assignment, workload management, and performance evaluations; Establish unit priorities and ensure alignment with the mission and goals of the State Medical Operations Coordination Center (SMOCC) and the State EMS Task Force; Facilitate professional development opportunities, mentor staff, and foster a collaborative, innovative, and efficient team environment; Represent the unit in internal and external meetings, workgroups, and strategic planning sessions related to emergency management business systems.

Oversight of Emergency Management Business Applications (25%): Oversee the operation, maintenance, and continuous improvement of business-critical emergency management applications, including EMResource, EMTrack, and WebEOC; Ensure application functionality supports real-time operational response, healthcare resource tracking, patient tracking, and responder management; Coordinate with internal and external stakeholders to align application capabilities with evolving emergency response requirements.

Business Process Analysis and Systems Improvement (25%): Lead the evaluation, documentation, and redesign of business processes to enhance system functionality and operational efficiency; Conduct process modeling, define "as-is" and "to-be" states, and identify system gaps and improvement opportunities in alignment with federal, state, and local emergency management regulations; Validate business requirements, develop functional specifications, and ensure business process changes maintain system performance and compliance.

System Integration, Testing, and Support (20%): Lead efforts to define and maintain system integrations and automated data exchanges (e.g., API connections) between emergency management platforms and other systems; Oversee system testing, validation, and implementation processes, ensuring applications meet business and emergency operations requirements; Provide advanced technical support, respond to user inquiries, and oversee help desk operations to ensure prompt resolution of system issues.

Documentation, Training, and User Support (10%): Oversee the development and maintenance of comprehensive system documentation, including user manuals, training materials, and SOPs; Conduct training sessions and develop curricula to enhance user competency in emergency management systems; Monitor user adoption, gather feedback, and implement changes to support optimal system usage and performance.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

Non-Competitive Minimum Qualifications:
Either A. a bachelor's or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities:
1. Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
2. Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
3. Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).
4. Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
5. Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.""""""""
Or B. a bachelor's or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification** AND one year of business analysis* experience where your primary duty was performing three of the five activities listed above.
Or C. possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.**
*Experience must have been in a large health care facility; health related governmental entity; health insurance company; large health care provider organization or employer; or experience with the New York State Medical Assistance (Medicaid) Program in a New York State agency, or a New York State Local social services district or county including administration of government sponsored medical assistance programs. Business analysis includes the following: the use of requirement elicitation techniques for improvement or automation of processes or functions; conducting research and documenting the current state of a business process or function; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; creating training, including procedure manuals for end users regarding new procedures and software; engaging in post implementation review and assessment; identifying, analyzing and resolving of issues inherent to existing systems; and acting as a liaison and interpreter between stakeholders and end users of the system.

Examples of non-qualifying experience include but ARE NOT limited to:
-Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources.
-Responsibility limited to forms design and changes to forms.
-Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
-Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
-Development of instructional materials and classroom training. -Help desk duties including troubleshooting, resolving user issues, and providing customer service.

Competitive Minimum Qualifications:
Permanent Transfer: NYS Department of Health employee with permanent or contingent-permanent service as a Business Systems Analyst 2 Health, Grade 23 OR NYS employee with one year or more of permanent or contingent-permanent service in a competitive class title equated to SG-21 or above and eligible for transfer to Business Systems Analyst 2 Health under Section 52.6 of the Civil Service Law.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet the non-competitive minimum qualifications as seen above.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.

Preferred Certifications / Licenses: Certification in Business Analysis (e.g., CBAP - Certified Business Analysis Professional or PMI-PBA - PMI Professional in Business Analysis); Certification in project management (e.g., PMP - Project Management Professional, or Certified Scrum Master) preferred; ITIL Foundation Certification or comparable credential in IT service management; ICS (Incident Command System) certifications (e.g., ICS 100, 200, 700, 800) or equivalent emergency management training; Valid driver's license, as travel may be required.

Preferred Experience: At least three years of progressively responsible experience in business systems analysis in a health care, public health, or emergency management environment; Experience supporting, implementing, or managing emergency management applications such as EMResource, EMTrack, and/or WebEOC; Demonstrated experience leading or managing business process improvement initiatives, including workflow modeling and systems integration; Experience supervising or mentoring staff, including performance evaluation and team development; Experience supporting system integration projects using APIs, automated data exchange, or similar technologies; Experience coordinating with IT professionals, program staff, and external stakeholders to deliver technology solutions that meet operational needs; Experience managing user support and training, including help desk operations and the development of technical documentation.

Preferred Knowledge, Skills, and Abilities: Comprehensive knowledge of business analysis principles, practices, and tools including requirements gathering, workflow modeling, gap analysis, and system documentation; Strong understanding of system development life cycle (SDLC) processes, especially in public health or emergency management contexts; Familiarity with emergency response operations, healthcare surge capacity systems, and resource tracking tools; Excellent communication and interpersonal skills, with the ability to clearly convey complex technical information to non-technical audiences; Proven ability to manage multiple priorities, establish timelines, and deliver high-quality results under pressure; Strong analytical and problem-solving skills, including the ability to assess system issues and implement effective solutions; Skilled in fostering collaboration across interdisciplinary teams and maintaining productive stakeholder relationships.

Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.

This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
