Under direction, coordinates and supervises administrative support functions and participates in more complex projects and assignments.
ESSENTIAL FUNCTIONS

Provides assistance to a division including working on special projects, preparing comprehensive reports, Council Communications and supporting documents. Researches, compiles and analyzes data for special projects or reports.
Supervises and directs the activities of assigned staff; makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; evaluates performance.
Sets work priorities, monitors workflow to ensure assignments are completed on time. Ensures adherence to established policies, procedures and standards. Resolves problems as non-routine situations arise. Verifies timesheets of assigned staff.
Maintains calendar for director. Schedules and oversees meetings; participates in and takes, prepares, and distributes minutes if required. Represents the department at meetings as requested.
Arranges travel and maintains records of travel expenses. Prepares expense reports and cash advances.
Enters budget data and monitors annual budget expenditures. Oversees the ordering and storage of office supplies.
Composes and types letters, memos, policies, goals and objectives. Creates organizational charts.
Develops and maintains reference manuals which may include employee handbooks, municipal code book, and administrative directives manual. Establishes and maintains records and files related to department/division activities. Receives and routes mail.
Responds to requests for information and assistance from other departments and the general public by phone or in person; responds to requests for information or routes requests to appropriate party. Resolves citizen concerns and complaints.
May maintain petty cash account. May assist in budget preparation.
May be required to manage confidential matters and materials.
Performs other duties as assigned.

QUALIFICATIONS

Education and Experience:
High school diploma or GED; five years' experience providing progressively responsible administrative support including one year in a supervisory or lead capacity. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:
Notary Public for the State of Colorado may be required for some positions.

May need the ability to travel to various locations in a timely manner as the job requires.

Knowledge, Skills, and Abilities:
Knowledge of the Thornton City Code, Administrative Directives, and Personnel Code as they apply to area of assignment.
Knowledge of the policies, procedures and goals of the City of Thornton and the department.
Knowledge of general office practices and procedures.
Knowledge of the principles and practices of supervision and training.
Knowledge of mathematics, spelling, grammar, punctuation and vocabulary.
Knowledge of City purchasing and procurement process and procedures.
Knowledge of basic accounting principles.
Knowledge of proper legal or administrative procedures for preparing documents specific to area of assignment.
Skill in writing, editing, and revising materials prepared by others.
Skill in operating standard office equipment including overhead projector, dictaphone, transcriber, multi-line phones, copiers, and fax machines.
Skill in solving problems which could entail dealing with volatile issues.
Ability to organize and prioritize work.
Ability to supervise, direct and train employees.
Ability to exercise independent judgment when prioritizing tasks.
Ability to identify problems or issues, analyze data, and make sound recommendations based upon findings.
Ability to listen well and communicate effectively orally and in writing with various audiences.
Ability to exercise discretion and independent judgment.
Ability to interpret and explain policies and procedures to a variety of constituents.
Ability to use standard computer equipment and software including word processing, database management, spreadsheet applications and electronic mail.
Ability to establish and maintain effective working relationships with City employees, management, elected officials and the general public.

Physical and Mental Requirements:
While performing the duties of this job, the employee is regularly required to sit, reach, walk, lift, finger, grasp, talk, hear, and make repetitive motions; the employee may also be required to kneel, push, and pull. This position is considered sedentary work, exerting up to 10 pounds of force occasionally. The employee is required to have close visual acuity.
