Description

Under general direction, to manage the Building Operations Division in the absence of the Building Operations Manager, and assist in the management of the County's real property infrastructure and facilities maintenance activities.
Typical Tasks

  • Performs special studies related to facilities and buildings including, safety, utilities, infrastructure, resources, building and fire codes, IPM, and other environmental issues;
  • Manages programs and supervises support staff as assigned;
  • Acts as the engineering expert for Building Operations as required by its customers;
  • Acts as the primary liaison between Building Operations and Capital Programs concerning technical support, value engineering studies, and design issues;
  • Evaluates and determines the need for special studies, consultant support, and Architect/Engineer (A/E) designs;
  • Interviews consultants and reviews proposals, then makes recommendations on the selection of firms and consultants based upon their technical merit and the incumbents professional judgement;
  • Manages and is responsible for as-built drawings and building plans;
  • Reviews all Capital Programs projects when requested and ensures that all final project submittals and record drawings are received from Capital Programs;
  • Writes technical contracts and determines the scope of work in assigned areas of technical expertise and those determined by the needs of the County;
  • Acts as the Division's ombudsman and troubleshooter on customer service issues;
  • Assists in the development of the Division's budget, and maintenance activities;
  • Identifies new business opportunities and customer support initiatives to expand the scope of services provided by Building Operations to County organizations;
  • Coordinates and manages the Division's underground storage tank program and its permitting requirements;
  • Acts as the primary liaison with other agencies including other divisions, agencies and departments within the County, and, State and Federal regulatory agencies regarding, fire protection, health and safety, and environmental issues;
  • Assists in the development of the Division's master training plan and identifies specific areas for training and skill improvement for technical and trade personnel;
  • Performs other related tasks as required.

Employment Standards

It is anticipated that the successful candidate will have a combination of education and experience equivalent to a four-year Bachelor's degree in engineering, architecture, or a related discipline; or approximately five (5) years of increasingly responsible experience in facilities management.

Possession of a valid State of California driver's license that will qualify for a County Drivers Permit at the time of appointment.

Knowledge of:
  • Architecture and or engineering;
  • Administrative methods, organization and program development and evaluation;
  • Personnel motivation, training and staff development, personnel management techniques, and employee supervision;
  • Building and trade codes, permitting requirements, and ordinances;
  • Criteria for evaluation of A/E contracts, and contract administration procedures.
Ability to:
  • Deal effectively and create effective working relationships with coworkers and a variety of customers including peers in other County agencies and departments, with government agencies including other county, Federal, and State, and local agencies, and community organizations;
  • Communicate effectively in public;
  • Prepare and review reports and budgets;
  • Develop, analyze, and recommend effective courses of action, to establish and monitor program objectives, priorities, and policies, in coordination others;
  • Consult with and advise management and directors on activities and the status of the maintenance and repair program;
  • Develop short and long range budget plans that accurately reflect facility, customer, and maintenance program needs policies, in coordination others;
  • Consult with and advise management and directors on activities and the status of Building Operations programs especially as they pertain to facilities and building, safety, utilities, infrastructure, resources, building and fire codes, IPM, and environmental issues, the Division's underground storage tank program and its permitting requirements;
