POSITION SUMMARY
COIC is looking for an experienced IT professional to add to the team to support a broad range of IT needs including supporting Cascades East Transit operational Systems. Preference will be given for applicants with experience working directly with IT systems in industries that utilize computer aided dispatch systems, automated vehicle locations, video surveillance, radio systems, digital signage, APP based programs, and other transportation related systems. Experience with troubleshooting and installing these systems from a software and hardware perspective is preferred, along with any other hands-on experience related to software and hardware configurations in an operational environment. ROLE OF DEPARTMENT
The COIC IT Department is responsible for the continued reliability, security, installation, maintenance, certain technical training and/or guidance, and technical support of COIC hardware and software technologies within each COIC program. This work is complemented by the support of our Managed IT Services Provider.

JOB PURPOSE
The primary role of the IT Services Technician is to effectively and independently perform various IT-related tasks and projects, while also prioritizing the needs of the COIC team. The IT Services Technician works alongside the Managed IT Services Provider, acting as the liaison between COIC and the contractor to ensure that all COIC's IT needs are met. This position will assist in the administration and maintenance of a wide array of current and future software and hardware technologies at COIC. This position will provide IT services, as assigned by the Executive Director, in a variety of COIC departments and programs including supporting Cascade East Transit (CET) in software-hardware configuration in all vehicles.

FUNCTIONS, DUTIES AND RESPONSIBILITIES

ROLES AND RESPONSIBILITIES
  • Act as COIC's Help Desk liaison between the COIC team and our Managed IT Services Provider when needed to ensure that all COIC's IT needs are met.
  • Provide workstation deployment and support, including computer and peripheral setup, new employee setup and training, and workstation cloning using various techniques. Provide user support for a variety of current technologies which may be specific and custom to individual departments.
  • Perform secure erase, recycling, and disposal of deprecated equipment.
  • Provide on-call emergency IT support when needed.
  • Administrate MS Server & Services, including DNS, active directory users and groups, group policies, and login scripts.
  • Assist in the administration of internal application servers and clients, such as computer-aided dispatch, vehicle tracking software, brokerage software, accounting software, security systems including NVRs/DVRs, door access control, call monitoring, and others as needed.
  • Assist in the installation, implementation, and quality control of transit related software and hardware on vehicles.
  • Assist in the administration of data center technologies including various virtualization suites.
  • Support common office software technologies, including Office and Acrobat Pro. Assist in MySQL / MS SQL Database Administration (DBA) including queries and record management, web server, host and content management administration, training, support, safety, and data and query optimization.
  • Assist in Network Administration, including router and node technologies such as VPNs, firewalls, content filtering, intrusion detection and prevention, and anti-malware. Support current and future transit technology: Tablets/mobile data terminals, in-vehicle routers and gateways, operations and rider technologies, such as fare collection systems, passenger counting systems, vehicle annunciation systems, geo-location technologies, and ability to collaborate with vendors where necessary to troubleshoot and solve problems.
  • Train COIC team members on the use of current and new technologies as needed. Document work, follow procedures, track changes such as asset tags and license assignments/consumption, and assist in the inventory of IT assets.
  • Collaborate on the purchase of equipment, sometimes in large quantities, through purchase requisition/RFP/RFQ processes.
  • Website administration and updates for coic.org, cascadeseasttransit.com.
  • Maintenance of licensing for monthly, yearly, and multi-yearly IT subscriptions.
  • Maintenance of Verizon/mobile devices and accounts, including purchasing.
  • IT project coordination with all departments.
  • Work with third-party vendors to support the various COIC departments IT needs.
  • Administering IT systems including Microsoft 365, Exchange, Azure Active Directory, Teams, SharePoint, etc.

KNOWLEDGE, SKILLS AND QUALIFICATIONS

Required Knowledge Skills and Abilities
  • Ability to identify, troubleshoot, and resolve complex issues and develop long-term strategies relevant to the position both in person, via telephone, or remote screen sharing.
  • Intermediate to Advanced MS Windows experience with fundamental knowledge of Domain Host/Server Relationships, Access Control Lists, Events, Inheritance, and Active Directory.
  • Knowledge of routers, switches, firewalls, and network components/technologies.
  • Experience with current workstation operating systems including multiple versions of Windows OS and office technologies including MS Office and Adobe.
  • Knowledge of scripting/programming, ability to read and conform to application programming interfaces, ability to positively contribute to the development of internal applications, tools, and utilities (Node JS primarily), knowledge of SQL language, Web Form Design / Persistent Storage (C.R.U.D.), HTML, CSS, JavaScript.
  • Beginner to intermediate knowledge of various virtualization technologies and benefits.
  • Knowledge of diagnostic theories that lead to the isolation of issues and resolution, such as split-half.
  • Disciplines of computer repair, including proper installation of components and an understanding of ESD, and safe storage.
  • Ability to communicate technical jargon into common language.
  • Ability to research and discover solutions via trusted internet resources and knowledge bases, and ensure solutions are applicable and safe.
  • Knowledge of safe computing and internet practices to protect against phishing, SPAM, malware, social engineering, and other modern threats for self and staff education.
  • Knowledge of intermediate mathematics, statistics, and data analysis, including algorithmic expressions, bar graphs, charts, and technical writing.
  • Knowledge of generally needed IT updates.
  • Working knowledge of Microsoft 365, Exchange, Azure Active Directory, Teams, SharePoint, etc.

EDUCATION, EXPERIENCE, CERTIFICATIONS AND LICENSES REQUIRED

High School Diploma or GED and either of the following or equivalent relevant qualifications:

  • Two or more applicable industry certifications or certificates, and at least 4 years of combined educational and work experience. Candidates who have not completed a 2-Year (or higher) technical degree program may be required to demonstrate knowledge in fundamental areas of the position.
    • Example Certifications: SQL, Network+, A+, Cisco, Microsoft, Linux+, JavaScript, Security+, Java SE, MS Security (or equivalent)
  • Technical Degree (Associate or Higher) and at least 3 years of applicable professional experience.
  • Physical Requirements
    Mobility to work in a typical office setting; frequent walking, standing, and stooping as well as working in and around transit vehicles. Vision to read printed materials, a computer screen, hearing and speech to communicate in person or over the telephone. Ability to lift and move computers and peripherals (up to 25 pounds) on a regular basis. Manual dexterity sufficient to manipulate a variety of small hand tools used to install, test and diagnose computers, wiring and equipment. Accommodation may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation.

    Work Environment
    Regularly works in an office environment, and in a mechanic's shop, in transportation vehicles, and in schools and office settings at various locations around Central Oregon. Local travel for meetings/trainings and to support IT needs within facilities and fleet in Bend, Redmond, Prineville, La Pine and Madras locations. Occasional out of area travel.
    Some projects may require climbing ladders, accessing a roof, working on a scissor lift, crawling in tight spaces, working on or around vehicles, or the use other equipment such as power tools.
