Economic Policies Global Practice

The World Bank's Economic Policies Global Practice (EP) provides broad macroeconomic analysis in support of countries' economic programs, including the analysis of macro-financial risks and macroeconomic modelling services to the rest of the WBG. EP supports sound fiscal frameworks and fiscal risk management, as well as builds better institutions and capacity for debt management to improve the efficiency of public spending and bolster macroeconomic stability. EP brings together about 530 professionals working across more than 100 countries. The Global Practice (GP) houses the Bank's country economists and professional staff with macroeconomics, fiscal policy, growth, and statistics expertise. About fifty percent of EP professional staff are decentralized to the field, working closely with the Country Management Units (CMUs) and directly with clients. EP is responsible for delivering timely policy advice to support the following lines of work: (i) designing macro-fiscal frameworks that are aligned with the goals of reducing extreme poverty and boosting shared prosperity, as well as being grounded in economic, social and environmental sustainability; (ii) supporting fiscal and debt policy sustainability; (iii) generating growth analytics and policy recommendations to sustain and boost growth; and (iv) analyzing the impact of external shocks and climate change risks on growth and the government fiscal position. EP professionals are responsible for the preparation and delivery of Development Policy Operations using both IDA and IBRD resources and lead or participate in the preparation of Advisory Services and Analytics, Technical Assistance, and integrative outputs such as Strategic Country Diagnostics, Country Economic Memorandums and cross-sector Public Finance Reviews.

Within EP, the Fiscal Policy Unit (EMFTX) effectively supports World Bank Group operations to strengthen countries' efforts in utilizing tax and expenditure policy, managing fiscal risks, and planning for fiscal sustainability to promote equitable, sustainable growth and support macroeconomic stability.

Additionally, the unit works on the climate-fiscal policy nexus, providing guidance on climate-smart tax and expenditure policies that foster growth-friendly climate adaptation and mitigation. As a Global Unit, EMFTX offers technical advice, support, and thought leadership on these issues for the GP's operational work across Regions. EMFTX also engages with development partners and other stakeholders in the global dialogue on fiscal and climate issues. It collaborates closely with other Global Practices within the Prosperity Vice Presidency and with various WBG units. Work in the unit includes:
Preparation of analytic work, guidelines, tools, and data that support the Bank's global engagement and the work by regional units on fiscal policy issues and quality of spending, domestic resource mobilization, and climate.
Development and management of fiscal datasets and the Public Finance Review (PFR) Platform, incorporating data to analyze tax policies and climate-related fiscal impacts.
Quality review and support for the Bank's operational work, such as PFRs and DPFs, with attention to tax analysis, climate-related fiscal considerations, and sustainable growth.
Fundraising and management of Fiscal Policy Umbrella trust funds, including support for projects focused on tax reform, climate resilience, and climate-sensitive fiscal strategies.
Cross-support to regional teams on fiscal policy issues in PFRs, Country Economic Memorandums (CEM), Country Climate Development Reports (CCDR), integrating tax analysis and climate considerations into fiscal recommendations.
Knowledge management and sharing on fiscal policy issues, with a focus on tax policy, climate-fiscal strategies, and their impact on growth and sustainability.
Providing inputs to and managing fiscal policy aspects of corporate initiatives.
Collaborating with international stakeholders, such as the IMF and the OECD, on fiscal policy issues, emphasizing tax analysis and the integration of climate considerations in fiscal policies.

Duties and Accountabilities:

The Fiscal Policy Unit (EMFTX) of the Economic Policies Global Practice (EP) is seeking an Operations Officer to support both the unit and the Jobs and Growth Unit (EMFJG). The Operations Officer will undertake responsibilities including, but not limited to:

Portfolio and Budget Monitoring & Analysis
Lead and undertake portfolio monitoring and oversee actions as needed on active and pipeline advisory services and analytics (ASA), and trust fund (TF) projects.
Provide TF advice, oversight, and monitoring.
Oversee the preparation of TF planning documents such as Strategic External Funding Frameworks (SEFF), Fundraising Initiative Notes (FIN) and Umbrella Funding Availability System and Tools (UFAST).
Support and alert task teams on specific ASA and TF requirements, extensions, and closing dates
Reporting on results and adherence to TF requirements, policies, and procedures.
Oversee the unit's budget and Work Program Agreement (WPA) by reviewing budget allocation, execution, and burn rates, making WPA revisions, liaising with Resource Management (RM), and communicating any issues or outliers to the Practice Manager when needed.
Monitor and quality review projects through the project cycle, including Activity Initiation Notes (AIN) and Grant Funding Requests (GFRs), Project Concept Note (PCN) and Decision Reviews, Progress Reviews, and Activity Completion Summaries (ACS) (as a full member team of the unit's Operational Support Team).

Operations and Project Support
Contribute to preparing and reviewing operational documents, including Advisory Services and Analytics (ASA) products, trust fund progress reports, and briefs.
Advise the practice manager and task teams on the TF work plan, budget development and fundraising, and TF and ASA monitoring and reporting processes.
Engage in external client-facing operational support tasks, as agreed with the Practice Manager.

Knowledge and Learning
Support the identification and cross-fertilization of knowledge and results across the global department and the Prosperity VPU.
Act as the focal point for the Knowledge Management and Learning (KML) team and support the preparation and delivery of the unit's KML strategy.

Other duties as assigned
Support the day-to-day efforts of the front office in managing the global unit, including responding to requests from various business units that pertain to strategy, budget, operations, partnerships, etc.
Provide project management and implementation support to special initiatives (e.g., staff retreats, events, fundraising initiatives, partnership management, etc.).

Selection Criteria
The Successful candidate will be a professional with solid operational experience in portfolio management and budget monitoring, preferably in a global unit.
The Position requires a highly motivated and passionate Operations Officer with a strong orientation and interpersonal and integrative thinking skills.
Advanced degree in a relevant field and 5 years of relevant experience, including, ideally, 5 years of relevant operational experience in at least one GP, a Region, or a corporate operations unit of the Bank.
Seasoned knowledge of and experience in applying Bank operational processes and procedures, as well as a well-developed understanding of the work unit's strategy, objectives, and work program.
Knowledge and practical skills in using key relevant WBG systems and tools such as the Operations Portal, data reports, etc.
Experience in overseeing budgets.
Ability to perform a broad range of portfolio management tasks in the work unit, e.g., monitoring the ASA portfolio, preparing and reviewing progress reports, and identifying and following up on issues.
Proven ability to work independently and in diverse teams with minimum supervision.
A hands-on and action-oriented approach, proactive problem-solving style, and an ability to operate under time pressure.
A high level of integrity, discretion, sound judgment, and diplomatic skills.
Excellent oral and written communication skills in English and ability to effectively communicate with and relate to clients and stakeholders.
