DESCRIPTION
Performs complex work planning, coordinating, and supervising the activities of the Geographic Information System (GIS) application development team. Responsible for overseeing and managing GIS application developers, projects and data to support county operations. GIS applications will be used for various purposes, such as land use planning, emergency management, public safety, and infrastructure management; perform other duties as apparent or assigned.

Compensation
Douglas County's compensation system is based on Pay for Performance wherein employees are eligible for annual performance evaluations. The current structure consists of merit increases up to 3% on a qualifying employee's anniversary and Cost of Living Adjustments based on the Consumer Price Index during the first pay period of each fiscal year. The COLA will be up to 5% depending on the CPI each year. Additionally, eligible employees can be recognized for outstanding performance, above and beyond the call of duty, and receive additional compensation through the Recognition of Excellence Program.

DESCRIPTION

Responsible for overseeing and managing GIS application developers, projects and data to support county operations. GIS applications will be used for various purposes, such as land use planning, emergency management, public safety, and infrastructure management; perform other duties as apparent or assigned.

ESSENTIAL FUNCTIONS
- Serves as a working supervisor, overseeing the team while actively contributing to tasks and projects. Balances leadership responsibilities, including staff supervision, training, and performance management, with hands-on technical work to support departmental goals and initiatives.
- Manages a team of GIS application developers, ensuring tasks and projects are assigned effectively and deadlines are met. Conducts regular check-ins to monitor workload and productivity and provide guidance to support team growth and goal achievement.
- Supervises the development, updating, management, and maintenance of GIS applications and data to support critical functions such as land use planning, emergency management, public safety, and infrastructure management. Ensures the team aligns applications with County operational needs and that all applications function smoothly to support County objectives.
- Administers the development, maintenance, and upgrading of GIS application scripts, ensuring best practices are followed with programming languages like Python, JavaScript, and SQL. Guides team members in implementing efficient coding standards, and review code to ensure quality and performance alignment with County GIS needs.
- Maintains GIS databases and data structures, ensuring data accuracy and integrity to support GIS application delivery.
- Oversees maintenance of the GIS codebase and documentation, ensuring updates are accessible. Supervises the creation of scripts to integrate GIS data from databases, surveys, and sensors (GPS).
- Develops, documents and implements best practices for GIS application development and maintenance, ensuring standards are met across the team.
- Performs data cleaning, preparation, and migration processes, ensuring standardization and accuracy. Supervises the documentation and maintenance of data automation for streamlined applications.
- Ensures timely and effective support for urgent issues, minimizing operational disruption. Addresses critical issues outside of standard working hours as needed.
- Provides leadership as a subject matter expert for County stakeholders, addressing GIS mapping challenges and facilitating solution implementation.
- Leads the analysis, evaluation, and recommendation of new GIS software, tools, and solutions to ensure they meet the County's current and future GIS needs. Supervises team members in identifying potential improvements and implementing updates to optimize GIS operations.
- Leads the recruitment, training, and development of GIS staff, ensuring they have the necessary skills and knowledge to meet the County's needs. Conducts performance evaluations, manages resource assignments and provides disciplinary actions as required to maintain a high-performing team.
- Develops a comprehensive strategic plan outlining the GIS application development needed to support business objectives.
- Provides leadership with the Chief Technology Officer and other Technology Service Managers on writing, reviewing, administering policies and procedures to foster a culture of accountability and integrity.
- Develops and implements strategic goals, objectives, and performance metrics within Technology Services to align with overall organizational objectives.
- Coordinates the preparation and administration of annual budgets for assigned areas, ensuring efficient allocation of resources and optimal return on investment. For review and approval by Chief Technology Officer.
- Establishes and maintains a clear framework for GIS operations, including goals, objectives, policies, procedures and work standards.
- Delivers exceptional customer service by providing technical support, task management and project management. This includes developing and configuring GIS solutions, creating detailed project plans, monitoring progress and costs and providing regular updates to management and stakeholders.
- Creates and maintains comprehensive documentation for GIS systems, processes, and procedures.
- Contributes effectively to the accomplishment of team or work unit goals, objectives, and activities.
- Represents the County with respect, dignity, integrity and a spirit of cooperation in all relationships with staff and the public.
QUALIFICATIONS
MINIMUM QUALIFICATIONS
- Bachelor's degree in Computer Science, or Environmental Science, or Geography or closely related field and seven (7) years' experience in GIS application development, two (2) years of which were in a supervisory role; OR an equivalent combination of education, training and experience.
