Description
The County of Yolo is recruiting to fill one (1) regular, full-time position in the class of Fiscal Administrative Officer. The position exists with the Department of Community Services.
The Position

The ideal candidate will have a solid background in leadership, mentoring, working with diverse teams, as well as experience working with program subject matter experts that do not have a fiscal background. Someone that can produce results quickly in a fast-paced environment without sacrificing accuracy. Strong written and verbal communications skills are necessary, such as boiling complex data down into easily understandable information and visual aids. The ideal candidate will have the ability to guide any interfaces/system change discussions for the fiscal division. Additionally, someone who can lead and inform staff on how improvements can be made or suggestions for utilizing tools to improve work quality and efficiency.

Duties may include, but are not limited to, the following:
  • Plans, directs, coordinates, and reviews the fiscal and administrative work of the department; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
  • Oversees and participates in the fiscal and accounting functions of the department, including the development and monitoring of the department's annual budget; approves transactions such as journal entries, purchase orders, payments, invoices and/or claims; reviews and monitors account analysis and reconciliation.
  • Directs, coordinates and/or participates in various administrative services for the department including grant management, contract administration, information technology support, facilities management, personnel and payroll, and/or general office management.
  • Oversees and participates in the completion of a variety of studies; supervises research activities; evaluates and analyzes department goals/objectives and legal mandates; analyzes existing and proposed legislation and directives to determine their impact on budgetary, fiscal, and/or operational functions of the department; prepares digests for management.
  • Participates in the development and implementation of goals, objectives, policies, performance measures, and priorities for assigned programs; recommends and administers policies and procedures.
  • Develops and implements management systems, procedures, and standards for program monitoring and evaluation; identifies opportunities for improving service delivery methods and procedures; recommends and/or implements improvements.
  • Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
  • Coordinates the fiscal and administrative work of the department with other divisions, departments, and outside agencies and individuals; serves as an advisor to department management on fiscal, operational, and administrative matters; acts as a representative for the department where appropriate.
  • Prepares department submissions to the Board of Supervisors, including Board letters, budget proposals, etc.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field.
  • Performs related duties as assigned.

Employment Standards
Minimum Qualifications

Education: A Bachelor's Degree or higher from an accredited college or university in Business Administration, Public Administration, Accounting, Finance, Economics, or a closely related field; AND

Experience: Five (5) years of responsible, professional experience performing administrative, budget management, fiscal and/or program analytical work, including a minimum of two (2) years of supervisory experience.
License: Some positions in this classification may require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Verification of Education

Acceptable forms of educational documentation are official or unofficial transcripts that list the student's name, institution name, field of study and date the degree was awarded.
For recent graduates who have not received proof of their degree yet, a letter from the registrar's office stating that all requirements for graduation have been met and listing the field of study will be sufficient proof of graduation.
Please do not send originals; copies of the required documents are acceptable. Any submitted documents will not be returned.
All foreign transcripts or diplomas must be in English. If the institution does not provide these documents in English, the applicant will need to provide a translation which has been done by a professional agency. The County of Yolo will accept education as equivalent to U.S. accreditation from Institutions that are listed as members of the International Association of Universities. You may check for your school by visiting the IAU web site ().
Applicants who possess a degree or completed coursework that is not from an accredited college or university, must submit one of the following:
1. A written statement from a U.S. accredited university or college that states that the applicant is qualified for entrance to a program of graduate studies for which a degree in a related field is required.
2. An evaluation of the applicant's degree and coursework equivalency by a private organization that provides foreign credential evaluation services. The evaluation must include a comparison of comparable U.S. courses for content, credit and grade.
Note: Foreign language documents must include a precise word-for-word English translation of all foreign language documents. It is the responsibility of each applicant to prove to the satisfaction of the County that the applicant meets the specific requirements listed on the job announcement for each specific examination.
