About the role
The plan policy team plays a critical role in developing, implementing, educating and overseeing policies that protect and enhance the benefit security for OPSEU Pension Plan members. In this role, you are responsible for developing and leading education and training that provides technical information on matters related to plan provisions of the OPSEU Pension Plan, pension policy, legislation, and compliance requirements. This role will also identify knowledge gaps by leveraging prior escalation experiences and collaborating with Member Experience and Plan Operations leaders to assist in the broadening of pension knowledge within OPTrust.

About the role
The plan policy team plays a critical role in developing, implementing, educating and overseeing policies that protect and enhance the benefit security for OPSEU Pension Plan members. In this role, you are responsible for developing and leading education and training that provides technical information on matters related to plan provisions of the OPSEU Pension Plan, pension policy, legislation, and compliance requirements. This role will also identify knowledge gaps by leveraging prior escalation experiences and collaborating with Member Experience and Plan Operations leaders to assist in the broadening of pension knowledge within OPTrust.
What you'll do
Training and Education
- Identify training needs in collaboration with Member Experience and Plan Operations management team by conducting research and understanding knowledge gaps and develop solutions on how best to develop and deliver effective training.
- Design, build and/or review training materials and collaborate with various internal teams to ensure all materials are technically accurate with the Plan provisions and applicable legislation and adhere to learning principles.
- Facilitate the delivery of training and educational sessions to senior staff and management in Member Experience and Plan Operations and others, where appropriate.
- Monitor the impact of training and educational sessions to determine the effectiveness.
- Stay connected to the evolving pension landscape, including legislative/regulatory reforms, pension trends, news and activities in the Canadian Pension industry and the major Ontario pension plans and provide insights on any related impacts to OPTrust.
Research, Coordination & Communication
- Determine the impact on OPTrust's pension administration processes based on changes to any federal and provincial legislation, transfer agreements, Plan provisions and other developments in the pension industry.
- Recommend and develop policies as required and develop solutions for complex pension processing issues; prepare reports and advice outlining any statutory, financial, legal and/or social impacts on the Plan, its members, sponsors, and its administration.
- Act as a technical and educational resource in the interpretation of Plan terms, applicable legislation, regulatory policies and requirements, pension policies and best practices, and complex transfer agreements.
- Produce briefing notes and reports on pension administration and policy issues and respond to requests for information internally and externally.
- Prepare and review internal and external communication materials and collaborate with various internal teams to ensure all materials are technically accurate and compliant with the Plan provisions and applicable legislation.
- Monitor and coordinate with the preparation and implementation of approved policies, as appropriate. Evaluates the effectiveness of policies and related procedures on an ongoing basis and recommends proposed changes to management.
- Participates in short and long-term projects and committees internally, with peer pension plan administrators and other external organizations, as required.
What you bring
- 5+ years of experience working in a pension policy or pension educational environment.
- University degree in business, law, adult education or a related field.
- Extensive knowledge of applicable provincial and federal legislation, including but not limited to the Income Tax Act, Pension Benefits Act, Family Law Act, Employment Standards Act, Substitute Decisions Act, Succession Law Reform Act, Electronic Commerce Act and Workplace Safety & Insurance Act.
- Proven successful development and deployment of learning and development programs.
- Proven research, analytical skills, and ability to investigate pension issues, analyze findings to develop appropriate recommendations and/or solutions.
- Demonstrated experience presenting complex issues, concepts and legal interpretations in simple language.
- Knowledge of adult education principles and practices and emerging theories, trends, methodologies and principles.
- Excellent written communication skills and experience in preparing adult educational materials and training programs as well as various communication materials for both internal and external stakeholders.
- Strong facilitation skills with experience communicating and presenting to audiences of all levels.
- Proficient with Microsoft Office.
- Excellent interpersonal skills, and the ability to work with all levels of the organization and external stakeholders
- Strong attention to detail and organizational skills as well as an ability to establish priorities and meet deadlines in a demanding environment
- Strong ability to build trusted relationships.
- Pension Plan Administration Certificate and/or Certified Employee Benefit Specialist designations preferred.
- Certificate in training or instructional design; attainment of a training designation (i.e. CTDP) is preferred.
