Position Description
Metro Water Services is seeking an Assistant Director to perform the administrative and managerial functions necessary to oversee the regulatory and contract matters of the department. The Assistant Director of Regulatory and Contract Matters has primary responsibility for assisting all division leaders with compliance to complex regulatory matters, applicable local, state and federal laws, and administrative best practices in a governmental utility environment.

Typical Duties

  • Assists with developing departmental policies, procedures, rules, regulations, and work methods.
  • Formulates long and short-range goals and objectives for better operating efficiency.
  • Prepares and transmits communications, instructions, and policies to management.
  • Interprets rules, policies, and procedures for staff members.
  • Serves as an advisor for the Wastewater Hearing Authority.
  • Provides annual ethics training for the Wastewater Hearing Authority.
  • Develops draft contract language and provides review for satellite utility contracts.
  • Develops and provides review of department legislation.
  • Coordinates with Metro Legal on water regulatory matters, including TDEC, EPA, and DOJ.
  • Provides support to the executive leadership of the department.
  • Coordinates with Metro Legal to provide review and interpretation of contract terms and conditions.
  • Reviews pending utility regulatory legislation and advises the director of potential risks or liabilities.
  • Coordinates oversight of EEOC and Title VI compliance and responses.
  • Provides guidance to human resources staff on HIPAA, FMLA, FLSA, USERRA and ADA issues.
  • Acts as a strategic partner to Human Resources Manager for all employment law matters in consultation with Metro Human Resources.
  • Performs research and provides guidance on laws impacting the utility.
  • Responsible for completion of special projects as assigned by the Director.

Minimum Qualifications
Doctor of Jurisprudence and five (5) years of professional legal experience.

LICENSES REQUIRED
License to practice Law in the State of Tennessee or permitted to practice law pursuant to applicable rules of the Tennessee Supreme Court.
