Job Summary and Qualifications

Job Summary:

This position serves as Director, Enterprise Clinical Downtime within the Clinical Services Group - Enterprise Emergency Operations and Business Continuity, reporting to the AVP of Enterprise Business Continuity. This position is charged with the program ownership of assigned HCA Enterprise Emergency Operations and Business Continuity strategies to help protect our patients, employees, organization and the communities we serve.

Responsibilities include but are not limited to: Ownership of clinical downtime program, project management of clinical downtime initiatives, Clinical Downtime council management, and cybersecurity response support for events resulting in downtime of clinical information technology (IT) systems within our organization. The ideal candidate will possess a strong background in project management, clinical operations, electronic health records, business processes, and team leadership. As the Director, you will be responsible for direct program oversight and management, the implementation of departmental short- and long-term strategies and goals, playing a critical role in the Enterprise Downtime Council, and developing the Enterprise Downtime program, to include evaluating the Enterprise clinical downtime readiness, ensuring efficient team performance of direct and indirect reports, serving as a subject matter expert (SME) during clinical IT downtime incidents, and developing educational curriculum and exercises to ready the organization.

Job Responsibilities:

  • Develop and execute a comprehensive HCA Enterprise Clinical Downtime Strategy that aligns with the Company's goals, objectives, and regulatory requirements
  • Lead and oversee the clinical downtime program, ensuring effective management and timely resolution of issues
  • Coordinate and manage the Enterprise Clinical Downtime Council activities by providing project management and recommendations related to clinical downtime initiatives
  • Collaborate with Enterprise Business Continuity team to understand dependencies between clinical and business operations
  • Leverage strategic leadership opportunities to promote the growth and development of the Enterprise Emergency Operations and Business Continuity teams in collaboration with internal and external executive leaders
  • Develop and lead emergency readiness initiatives and incident management strategies related to downtime of clinical systems
  • Develop and implement Enterprise-Wide emergency management plans, SOPs, Field Guides, exercises, and training
  • Serve as the primary point of contact and SME during clinical downtime incidents, coordinating response efforts and ensuring compliance with response protocols
  • Collaborate with cross-functional teams to develop and implement educational curriculum and exercises related to clinical downtime procedures
  • Coordinate, problem solve, and manage expectations within all levels of organization. Coordinate and work with Divisions, facilities, multi-disciplinary teams, including clinical and non-clinical staff to develop and implement procedures and programs; this will include traveling to facilities to better understand challenges and successes of the Downtime program.
  • Develop and maintain documentation, policies, and procedures related to clinical downtime readiness and response
  • Stay informed about industry trends, best practices, and regulatory requirements related to clinical informatics


Knowledge, Skills and Abilities Required:

  • Advanced fluency in National Incident Management System and an ability to learn HCA's Functional Area incident management system
  • Competence with and administrative fluency with healthcare incident management systems, mass notification systems, and technologies related to emergency operations
  • Understanding of complex cybersecurity, cybercrime, and cyberdefense impacts on the healthcare industry
  • Understanding of clinical operations inside hospitals, physician practices, urgent care centers, and other clinical care settings, and how clinical and business operations are impacted during downtime events.
  • Understanding of a Comprehensive Emergency Management Program
  • Understanding of the core principles of Business Continuity
  • Ability to collaborate and work across a highly matrixed organization
  • Understanding of the emergency preparedness, business continuity, and disaster response framework: Responsible Leadership, Readiness, Response, Resilience, and Recovery
  • Applied knowledge of planning, conducting, and evaluating Emergency Operations Exercises up to and including multi-agency full scale exercises.
  • Applied knowledge of hospital operations and healthcare emergency preparedness and continuity of operations
  • Understanding of applied project management
  • Proven track record of successfully managing complex projects and teams
  • Strong understanding of clinical downtime procedures, cybersecurity principles, and regulatory requirements
  • Excellent communication, leadership, and interpersonal skills
  • Ability to multitask, prioritize, and delegate tasks effectively
  • Proficiency in project management tools and software
  • Commitment to continuous learning and professional development


Requirements:

  • Bachelor's degree in business administration, healthcare administration, healthcare technology, nursing, or emergency management with related experience.
  • 7+ years of experience in the areas of emergency preparedness, healthcare safety/information technology, military emergency management, business continuity management/IT disaster recovery, or closely related.
  • Additional experience can be substituted for education on a year for year basis.
  • Ability to utilize a personal computer with applicable software to successfully perform essential functions of the position.
  • Previous experience working in and leading multidisciplinary teams within high-pressure situations or disaster response efforts.


Preferred:

  • Master's degree in business administration, healthcare administration, healthcare technology, nursing, or emergency management. Other graduate degrees may be considered with significant relevant work experience.
  • Project Management Professional (PMP) certification.
  • Certification in Emergency Management, Healthcare Emergency Preparedness, or Business Continuity.


Physical Demands/Working Conditions:

  • Moderate travel: 50%
  • Typical work days and hours can vary depending on workload, schedules, and project deliverables.
  • 24/7 On-Call for Enterprise Emergency Situational Awareness and Downtime-related travel. Working locations may include short-to-no-notice deployments for prolonged periods of time up to and beyond two-week intervals. Work hours and work days during these deployments are highly variable and may require intervals of 12-hour shift working days.
