The Sewer Availability Charge (SAC) Specialist provides advanced administrative and technical support as well as customer service for the SAC unit of the Metropolitan Council's Environmental Services Finance office with limited supervision. This position requires high attention to detail with administrative/technical duties to include review building plan submittals for completeness and accuracy, electronic filing, a significant volume of complex data entry work, SAC determination charge and credit estimates, and property and SAC information research. The incumbent must possess a high level of customer service and ability to multi-task with multiple changing priorities to include answering non-routine verbal and electronic inquiries from the public and community officials regarding: the SAC program policies and procedures, status of SAC determinations in process, determination submittal process, and helping applicants understand the rationale for the fee, assist with community outreach and electronic communications and website updates.
The preferred work schedule is Monday-Friday within the hours of 7:00 a.m. - 5:00 p.m. The position is eligible for full time benefits including a hybrid onsite/telework arrangement. Onsite work will be required at Met Council facilities.

What you would do in this job
- Perform broad and varied administrative support in a high-pressure office.
- Deliver advanced, comprehensive customer service to the public, community officials, internal Council staff, and executive management. Ensure the delivery of information is thorough and accurate for SAC procedures, estimates, criteria, determination results and other program-related information.
- Follow precedents and procedures based on past practices within a program which regularly requires interpretation.
- Execute a significant volume of intricate data entries within the Oracle SAC Database and Application Xtender systems.
- Develop, edit and maintain routine technical documents to support daily operations within the SAC Program.
- Frequently decipher technical data and determine accuracy; review data for anomalies and inconsistencies and determine the correct/incorrect areas and fees.
- Review and analyze determination submittals which include reviewing forms for completeness, evaluate building construction plans and documents to ensure the correct plans are sent, plans have all required information on them, and scale is correct.
- Conduct external and electronic SAC communications. Address and resolve correspondence and telephone inquiries; compose SAC determination letters, enter into SAC database, and organize documents for evaluation and distribution.
- Organize SAC community training, work groups and task forces.
- Independently complete complex non-routine tasks (creates and designs graphs, charts and statistical presentations using various specialized tools).
- Perform other duties as assigned. Due to the nature of this position, it is expected a variety of additional administrative and technical duties will be performed.
What education and experience are required for this job (minimum qualifications)

- Bachelor's degree with one (1) year of experience
- Associate degree with three (3) years of experience
- High school diploma/GED with five (5) years of experience

- Knowledge of Metropolitan Council Environmental Services, public utilities, city government, redevelopment, or construction administration.
