THE JOB:
Under general administrative direction of the City Manager or designee, to manage and administer the functions of the Human Resources Department; plan, direct, and implement all personnel and employee relations activities; and perform related duties as required.
Key Responsibilities

Directs the operations and staff of the Human Resources Department; manages, plans, organizes, and directs the Human Resources Department activities in compensation, benefits, employer/employee relations, labor relations and negotiations, recruitment and selection, classification, equal employment opportunity, risk management, workers' compensation, safety, training, and employee and organizational development; represents the City in meet-and-confer sessions with employee organizations in the negotiation and administration of memoranda of understanding; oversees City's equal employment opportunity program, investigates and responds to formal and informal complaints, and represents the City with compliance agencies; provides liaison and staff support to the Civil Service Commission; manages employees through other supervisors; set goals and objectives; selects and motivates staff; assesses performance and makes salary recommendations; develops department policies and procedures; advises elected officials, managers, and other employees on the application and interpretation of federal, state, and City rules, requirements, and policies; reviews the City's personnel practices and procedures for compliance with federal and state laws and regulations; coordinate personnel related activities with other City departments and divisions, and with outside agencies; facilitate employee and organizational development through the implementation and administration of programs and processes consistent with the vision, goals, and objectives of the City Manager and City Council, to meet the needs of the City and of the employees; supervises Human Resources Department staff; collects and analyzes data and prepares reports; makes presentations to the City Council and other City and public groups; and prepares and administers the department budget; perform other duties as assigned.
Minimum Qualifications
Bachelor's degree in public or business administration or a related field from an accredited college or university; and four (4) years of responsible, professional personnel and general managerial experience, including personnel office experience in recruitment, examination, classification, compensation, employee relations, and equal employment opportunity programs. Experience in labor negotiations is required. A master's degree in public or business administration with an emphasis on personnel management is desirable.
