The Ministry of Finance oversees taxation, revenue and government spending. The Ministry supports the Treasury Board and Minister of Finance by providing financial and administrative services and leadership to government ministries, agencies, and the public.
The Revenue Division conducts a broad range of tax administration and compliance activities for Saskatchewan's provincial consumption taxes and programs.
The Revenue Business and Systems Support unit is responsible for the management of production and technical support for the enterprise revenue management system used to administer the province's consumption taxes and programs, and includes a Tax Administration and Compliance System along with an external self-service client portal, SETS.
The Opportunity
The Revenue Business and Systems Support unit is seeking a highly skilled and motivated individual to fill the key role of Manager, Production and Technical Support. This is an exciting and challenging leadership opportunity for a professional, energetic, and innovative individual with excellent interpersonal, communication, and leadership skills.
Reporting to the Director, you will provide leadership to a dynamic team of four internal configuration analysts along with 8-10 external production support team members, including system developers, technical solution architects and business rule analysts supporting the enterprise system.

Typically, this knowledge would be attained by a diploma in Computer Science or an equivalency of experience and training demonstrated by a history of accomplishment in the information systems industry, business analysis certification (CBAP), and/or project management professional certification (PMP).

As Manager, Production and Technical Support, your responsibilities will include:
- Providing values-based leadership and program and change management on the formulation and implementation of business and process improvement strategies and initiatives within the enterprise revenue management system;
- Managing, mitigating, planning and directing work to resolve complex, often high-priority issues, including security vulnerabilities and system outages during and outside of business hours;
- Managing internal and external production and technical support teams, including budget and resource allocation;
- Collaborating and building effective working relationships with other units, ministries (including SaskBuilds and Procurement), senior leadership and external organizations to ensure program efficiency and effectiveness;
- Enabling individual performance of configuration analysts on your team, ensuring adequate resources and motivation to achieve success;
- Managing teams and relationships by creating an environment of trust and a strong workplace culture; and,
- Developing and ensuring adherence to operational policies, procedures, and manuals, including adherence to FAM and other internal control policies and systems security.

- Demonstrated success in implementing and overseeing projects of varying scales and complexities;

- Knowledge and experience with managing tax administration systems or other major enterprise systems;
- History of driving innovation, new approaches and responsible risk-taking;
- Strong interpersonal and communication skills; and,
- Ability to understand and integrate diverse perspectives to achieve the best possible outcome.
To qualify for this position, the ideal candidate will have:
- Previous experience in a supervisory/managerial role;
- Strong project management skills ensuring successful execution of initiatives of varying scales, financial requirements, and schedules;
- Business needs analysis and business process improvement methodologies, tools and processes; and,
- Experience using a variety of computer software applications such as Microsoft Project, SQL Server Management Services, and Azure DevOps or similar project and software management applications.
