Description

The County of San Mateo Executive's Office is seeking a highly skilled and motivated manager to oversee the formulation and implementation of complex programs and policies and effectively direct a staff of analysts performing programmatic activities. This role will oversee specialty program areas, ensuring that strategic initiatives are executed efficiently and effectively in alignment with the priorities set by the Board of Supervisors and the County Executive Officer (CEO).

Your role:
  • Policy Development: Provide high-level staff work in policy development, review, and implementation across various County-wide program areas.
  • Team Leadership: Oversee a team of management analysts; manage workflow and support staff in achieving deadlines.
  • Program Analysis: Lead preparation and evaluation of program analyses and operational reports.
  • Stakeholder Collaboration: Work effectively with various internal and external stakeholders in program development and implementation.
  • Report Preparation: Direct the preparation and presentation of reports for diverse audiences, complying with federal, state, and local mandates.
  • Coordination & Assistance: Facilitate coordination with other County staff and external contracts as needed.
  • Budgetary Oversight: Assist in establishing budgetary controls and evaluate program effectiveness.

Who you are:
  • Someone who possess expertise in public sector administration.
  • Has strong political acumen, and the ability to manage complex projects within demanding political environments.
  • Someone who can work closely with internal and external stakeholders and effective in influencing policy development, program implementation, and operational effectiveness.
What you will need:
  • Typically, three to five years of progressive professional experience in public sector administration.
  • Demonstrated knowledge of advanced organizational analysis, County operations and administration, legislative processes and key legislative figures, personnel management techniques and approaches.
  • Skills/abilities to direct/administer complex administrative and operational activities, coordinate with internal and external stakeholders, make effective recommendations based on analysis of complex situations, lead projects and teams, interpret and develop policy recommendations, and build and maintain effective relationships and represent County interests effectively.
  • Exceptional communication skills in both written and verbal formats.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score.

Examination Process
The examination process will consist of the following:
  • Pass/Fail Application Screening where your background, employment history and cover letter content are evaluated for relevance to the position and needs of the County.
  • Civil Service Panel Interview which will determine your ranking on an eligible list and referral to the hiring manager for consideration, should you pass the interview. Depending on the number of applicants, the interview may be waved, and eligibility list ranking will be based on the Application Screening.
All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
