Description:

The Finance Director is responsible for the financial health and stability of the City of Collinsville. This includes overseeing all financial operations, developing and implementing financial strategies, ensuring compliance with legal and regulatory requirements, and providing strategic financial guidance to the City Council and City Manager. The Finance Director will lead a team of finance professionals and work collaboratively with other departments to support the City's goals and objectives. The Finance Director will serve as the City's Treasurer.

The Finance Department consists of 8 full-time staff including a Controller and two Senior Accountants. The Finance Department generates all financial reports, performs cash management duties, oversees compliance of federal and state regulations, prepares the City's annual budget, manages investments, monitors grant compliance, etc.

Responsibilities

Financial Management:
  • Oversee the preparation and management of the annual budget, ensuring alignments with the City's strategic goals and fiscal policies
  • Monitor financial performance, analyze variances, and recommend corrective actions to ensure financial stability and sustainability
  • Prepare and present financial reports, forecasts, and analysis to the City Council, City Manager, and other stakeholders

Accounting and Compliance:
  • Ensure the accuracy and integrity of financial reports and reports in accordance with Generally Accepted Accounting Principles (GAAP) and Government Standards Board (GASB) guidelines
  • Develop and maintain financial policies, procedures, and internal controls to safeguard municipal assets
  • Oversee the annual audit process and ensure timely and accurate completion of financial statements

Revenue Management:
  • Identify and purpose opportunities to enhance revenue streams, including grants, taxes, fees, and other funding sources
  • Develop and implement strategies to improve revenue collection and efficiency

Expenditure Management:
  • Evaluate and approve expenditures to ensure compliance with budgetary constraints and procurement policies
  • Implement cost control measures to optimize resource utilization and reduce waste

Debt and Investment Management:
  • Oversee the management of municipal debt, including issuance, refinancing, and repayment
  • Develop and implement investment strategies to maximize returns on City funds while minimizing risk

Team Leadership and Interpersonal Skills:
  • Lead, mentor, and develop a team of finance professionals, fostering a culture of accountability, collaboration, and continuous improvement
  • Conduct performance evaluations, provide feedback, and identify training and development opportunities
  • Develop and maintain good work relationships with all City departments, provide guidance and education on best financial practices, and practice effective change management when implementing new financial software, procedures, regulations, etc.
  • Offer innovative solutions for various financial challenges related to custom service delivery
  • Exhibit professionalism and ability to explain complex financial concepts in clear, concise terms to City staff, City Council, and the public

Strategic Planning:
  • Collaborate with the City Manager and other departments heads to develop long-term financial plans and strategies
  • Provide financial insights and recommendations to support decision-making and strategic planning

Minimum Qualifications

At least seven (7) years of progressively responsible financial management experience. Direct experience in municipal and/or county financial management is preferred. A bachelor's degree in accounting, finance, public administration or some other related field is required. A master's degree in accounting, finance, business administration, public administration or some other related field is preferred. A Certified Public Accountant designation is highly desirable.

Compensation & Benefits

The starting salary for this position is $133,000 to $147,000 depending on qualifications. The City offers an outstanding fringe benefits package including health insurance for the employee that is 100% paid by the City. For a full listing of our benefits, please visit:
