Provides recommendations, technical support, and coordination for highly complex and challenging engineering project and program performance issues relevant to the operations of the National Airspace System (NAS) and the Technical Support Services Contract (TSSC). Justifies, collaborates, and gains consensus with multiple organizations on resources, cost, delivery schedule and quality of engineering products and management.

Duties

The General Engineer plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager. Applies experience and comprehensive knowledge of engineering methods, principles, and the theories of construction, mechanical, equipment, and systems, as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization. Considers the objectives of Technical Operations (AJW) and the Air Traffic Organization (ATO) when developing, integrating and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines.

Uses experience as a mechanical engineer to design, develop, build, and test mechanical and thermal sensors and devices, including tools, engines, and machines. Performs extensive researches and investigates new materials for durability, efficiency, and sustainability materials for construction. Utilizes research findings to develop new and improved engineering solutions and designs to improve the safety of air transportation infrastructure. Creates models and simulations to test and refine designs.

Conducts site assessments and feasibility studies and analysis. Perform structural and technical analysis to study the strength and stability of structure under various conditions. Evaluates environmental, geological, and regulatory factors for potential sites, and Recommends optimal site locations based on analysis and client requirements. Coordinates construction activities to ensure adherence to design specifications. Manages the installation of equipment and systems. Conducts inspections and tests to ensure proper installation and functionality. Provides technical support and troubleshooting during the installation phase.

Incorporates cost reporting and monitoring procedures to ensure that the project is financially viable and sustainable from start to finish, and the success of complex engineering projects. Uses project planning principles and guidelines to forecast future expenses and financial needs based on current project progress. Integrates cost information into project timelines to manage resources effectively. Performs cost reporting techniques to ensure all expenditures are documented and can be audited if necessary. Identifies variances by detecting any deviations from the budget early and taking corrective actions. Implements cost-saving measures without compromising on quality and safety. Provides updates to management and other stakeholders on the financial status of the project and provides financial insights to support strategic decisions regarding project scope, scale, and timelines.

Leads the development of standardized implementation plans, processes, and activities surround the Technical Support Services Contract (TSSC) program. Coordinates with other project managers to deliver a consistent program across each service area. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Ensures project compliance with safety and quality standards throughout the construction process and project schedules are compatible with organizational objectives, program requirements, and with assigned funding. Leads project teams in the analysis and assessment of safety data to identify trends, risks, and areas for improvement in safety measures. Develops design plans and specifications for projects. Collaborates with other engineers and stakeholders to ensure designs meet requirements and standards.
The work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as:

Experience in the procurement of engineering systems, equipment installation and construction requirements. AND

Experience developing and recommending solutions to resolve engineering problems. AND

Experience with engineer design, site selection, construction and installation.
