Primary Purpose:

Position may be filled in Structural Engineering discipline.

Develops and implements utility system capital improvement projects, such as design and construction of substations, overhead or underground electric transmission or distribution systems, or gas transmission and distribution systems. Duties may include renovation of, and maintenance planning for existing facilities. Work includes participation with multidisciplinary project teams in planning, preliminary concept development, and detailed engineering design and bidding stages. Conducts preliminary surveys and prepares schematics and work drawings for the construction and maintenance of utility structures and facilities. Examines and approves engineering drawings and design calculations for utility structures and facilities to ensure compliance with sound engineering practices and applicable codes and standards; incorporates functional requirements into project designs. Writes scopes of work for consultant engineering contracts. Estimates cost of projects; writes contract scopes and specifications for lump sum or T&E construction projects; secures bids from contractors. Conducts periodic inspections of work in progress and advises construction supervisors and contractors on plans and specifications. Inspects existing utility structures and prepares reports on the condition, deficiencies observed, designs necessary for repairs and estimated cost of repairs. Reviews invoices for accuracy, completeness, and compliance with contracts; approves invoices for payment.

Duties and Responsibilities:
  • Develops engineering plans, specifications, standards, scopes-of-work, and reports for the development of facility sites, utility structures, and structural components.
  • Carries out complex or innovative assignments requiring the development of new or improved techniques and procedures.
  • Maintains organizational budgets for capital investment and expense activities.
  • Stays current with emerging trends and technologies in structural engineering.
  • Conducts infrastructure audits to assess the condition and identify areas for improvement.
  • Manages work orders and service requests, ensuring timely and efficient completion.
  • Monitors and ensures the quality of engineering and construction work and services provided.
  • Executes and completes projects on time and within budget.
  • Establishes solutions or repair methods for moderate to complex asset issues.
  • Performs other duties as assigned (no more than 5% of duties).


Hybrid Schedule:
  • Although the schedule may vary, typically this will allow the employee to work onsite Tuesday, Wednesday, and Thursday and remotely on the remaining workdays.
  • Must reside in Southern California or be willing to relocate upon hire.


Required Qualifications:
  • Bachelor's Degree in Civil or Structural Engineering from an ABET accredited program or California Professional Engineer (Civil) certification in addition to five (5) years of civil engineering experience or an Advanced degree in Civil or Structural Engineering from an ABET accredited program.
  • 5 years related engineering experience.
  • Asset Maintenance Management - Management of Asset Repair activities such as contracts, field-work, replacement, inspection, and testing.
  • Engineering Drawings/Schematics Interpretation - Reading Engineering drawings and understanding the ideas and information that they are intended to communicate.
  • Engineering Drawing Development - Creating detailed drawings of engineering designs, providing guidelines for construction and implementation.
  • Cost Estimation - Cost estimation is the process of approximating the cost of a program, project, or operation.
  • Property and Facilities Strategy - Plans and designs short and long term property and utility asset plans that align with organization business plans.
  • Health, Safety & Environment (HSE) Management - The systematic approach to maintain health and safety at work to protect the environment.
  • Requirements Management - The process of documenting, analyzing, tracing, prioritizing and agreeing on requirements and then controlling change and communicating to relevant stakeholders.
  • Regulatory Compliance - Ensuring an organization's adherence to laws, regulations, guidelines and specifications relevant to its business processes.
  • Contract Management - Streamlining the creation, execution, storage or renewal of contracts, with a focus on compliance, often via software or other automated means.
  • Engineer-In-Training (EIT) Certification.

Preferred Qualifications:
  • California Professional Engineer (Civil) certification.
