Title: Commissioning Owner's Representative
Position Type: Contract
Location: Houston, TX
Reports to: Project Manager
Key Project Requirements:
Prior experience serving as an Owner's Representative during power plant construction and commissioning
Proven ability to interface with EPC, OEM, and construction teams on behalf of the Owner
Hands-on experience with Siemens 501F simple cycle gas turbines, including startup and commissioning
Strong understanding of system turnover, commissioning best practices, and COD readiness
Job Summary:
PIC Group is seeking an experienced Commissioning Owner's Representative to oversee and coordinate commissioning activities for a Siemens 501F4 simple cycle gas turbine project in Houston, TX. This role will act as the Owner's on-site liaison, working closely with EPC contractors, OEMs, and key project stakeholders to ensure all commissioning, testing, and turnover efforts are completed safely, efficiently, and in alignment with contract specifications. The ideal candidate will bring strong technical knowledge, leadership, and a proven track record in gas turbine startup and commissioning oversight.
Essential Duties and Responsibilities:
Represents the Owner's interests during all phases of commissioning, startup, and initial operations
Review and monitor commissioning procedures, system readiness plans, and schedules for mechanical, electrical, and I&C systems
Support execution of pre-commissioning, functional testing, system turnover, and initial operation activities
Participate in and support walkdowns, punch list tracking, and readiness verifications
Ensure all test documentation, redlines, and turnover packages are complete, accurate, and compliant with project specifications
Coordinate with EPC, OEMs, construction, operations, and engineering teams to ensure safe and seamless system transitions
Attend daily commissioning meetings, report progress, and flag issues or risks to the Project Manager and Owner's team
Monitor project timelines and proactively assist in resolving roadblocks to maintain the path to COD
Promote and enforce project-specific safety protocols, including LOTO, field verification, and hazard mitigation procedures
Job Requirements:
Extensive experience serving as an Owner's Representative or Commissioning Manager on large-scale power generation projects
Strong background in startup and commissioning of Siemens 501F (or similar) gas turbines
In-depth understanding of BOP systems, including pumps, compressors, fans, blowers, and controls
Familiarity with commissioning best practices, including pre-commissioning, chemical cleaning, steam and air blows, lube oil flushing, performance testing, and operator training
Proven ability to manage complex stakeholder relationships, including Clients, EPCs, OEMs, and subcontractors
Comprehensive knowledge of OSHA, NFPA 70E, NFPA 56, and general construction safety requirements
Proficiency in Microsoft Office and project collaboration tools for scheduling, document control, and reporting
Physical Requirements:
Ability to walk, reach, climb, stoop, and lift (up to 30 pounds).
Education / Experience:
20+ years of commissioning/startup experience in the power generation industry
Experience in Owner's Representative or Commissioning Management roles on projects of similar scale and complexity
Bachelor's degree in Engineering or related technical field preferred (not required with equivalent experience)
