Job Summary:
The Chief Operations Officer (COO) plays a key leadership role in advancing the strategic vision and operational effectiveness of the Elizabeth Richardson Center (ERC). Reporting directly to the CEO, the COO is responsible for overseeing the performance, financial management, program operations, and compliance with relevant licensure and regulatory standards across multiple program sites. This position works closely with the senior leadership team and Board of Directors to ensure that ERC's programs and services are aligned with the organization's mission and deliver exceptional outcomes for individuals with developmental delays and disabilities.

Key Responsibilities:
- Strategic Leadership & Organizational Development:
Collaborate with the CEO and Leadership Team to drive the development, strategic planning, and service delivery across ERC's multiple program sites. Ensure alignment of organizational goals with operational execution. - Program Management & Compliance:
Oversee program operations, ensuring adherence to licensure requirements, state regulations, and ERC policies. Implement best practices to promote operational excellence and compliance. Stay informed about trends and developments in services for individuals with developmental delays and disabilities. - Staff Leadership & Development:
Directly manage and mentor program staff to ensure high performance, compliance, and a positive organizational culture. Oversee performance reviews, staff training, and professional development to maintain a well-trained and engaged workforce. - Financial Management & Budgeting:
Lead the development and management of annual program budgets in collaboration with the senior leadership team. Monitor financial performance, ensure budget adherence, and implement cost control measures while supporting organizational growth. - Culture of Client Service:
Foster a strong, client-focused culture within ERC programs. Ensure that all staff and services maintain the highest standards of care and client satisfaction. - Operational Oversight:
Ensure operational efficiency across all programs, including staff compliance with labor laws, licensure guidelines, and payroll accuracy. Oversee health and safety protocols and corporate compliance. - Board & Stakeholder Engagement:
Act as the staff liaison to the Board of Directors' Organizational Health Committee. Develop and maintain strong relationships with oversight agencies, vendors, and other external partners. Serve as the focal point for licensure compliance, investigations, surveys, and reportable incidents. - Vendor & Partner Relationships:
Manage relationships with vendors and external partners to support the delivery of ERC's programs and services.
Required Qualifications:
- Education & Experience:
- Bachelor's degree or equivalent in a relevant field.
- Minimum of 3 years of professional supervisory experience in program management.
- Proven experience in managing budgets, forecasting financial models, and controlling expenses.
- Experience in managing teams, setting clear goals, and supporting staff development.
- Skills & Abilities:
- Strong strategic thinking skills and the ability to align operational, financial, and human resources with organizational goals.
- Excellent communication skills, both written and oral, with the ability to articulate complex ideas clearly and effectively.
- Proven ability to manage under pressure and make quick, informed decisions.
- Strong interpersonal skills with the ability to relate well to individuals from diverse backgrounds and foster a collaborative work environment.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
- Experience in recruitment, staff development, and retention strategies.
Preferred Qualifications:
- Education:
- MBA, MHA, or MPH preferred.
- Experience:
- Knowledge of programs and services for individuals with developmental disabilities.
- Experience in nonprofit management, including familiarity with government funding and compliance requirements.
- Previous experience working with state licensure and annual audits is a plus.
Additional Requirements:
- Must pass an extensive background check and comply with drug testing requirements.
- Reliable transportation required for travel to ERC facilities (up to 50% local travel, no overnight travel).
- Must meet ongoing licensure requirements, including Administrators, Health & Safety, and HIPAA training.

- May require lifting up to 50 lbs. occasionally.
- Occasional local travel to ERC facility locations.
