Reporting to the Director of Corporate Services, the IT Manager is responsible for overseeing the municipality's IT operations, ensuring reliable and secure technology services that support municipal functions. A key aspect of this role is managing the Manager Service Provider (MSP) to ensure effective service delivery, cybersecurity, and compliance with municipal policies and regulations.

The IT Manager collaborates with internal departments, vendors, and leadership to develop IT strategies, optimize resource, and improve technology infrastructure to enhance municipal services.

The IT Manager will:
  • Oversee the delivery of core IT support by providing direct oversight to and working closely with the Managed Service Provider.
  • Ensure the Managed Service Provider implements security best practices including data protection, network security, and threat monitoring.
  • Ensure that the Managed Service Provider provides reliable help desk and technical support to municipal staff that is in accordance with set standards and procedures.
  • Liaises with Managed Service Provider and vendors to resolve escalated issues.
  • Works with the Managed Service Provider to create and review IT service management strategies.
  • Work with the Managed Service Provider to schedule and oversee system updates, patching, and infrastructure improvements.
  • Work with the Managed Service Provider to manage application licensing, backups, and disaster recovery needs and provide institutional knowledge on organization service needs.
  • Assists with developing the strategy for continuity management across the organization.
  • Assists with the development, implementation, delivery and support of an enterprise information security strategy that is aligned with the business strategy.
  • Assists with defining, implementing, and monitoring the governance framework to meet the organization's obligations under regulation, law, or contracts.
  • Provides information security expertise, guidance and systems needed to execute strategic and operational plans
  • Authorizes the establishment of new or modified technology service delivery capabilities. Integrates in-house and outsourced options, as well as delivery options leveraging multiple service delivery capabilities.
  • Monitor cybersecurity risks and implement appropriate mitigation strategies.
  • Investigates major breaches of security, and recommends appropriate control improvements in collaboration with our Managed Service Provider.
  • Initiates and leads business situation analysis where there is extensive ambiguity, complexity and potentially significant organizational impacts.
  • Collaborate with key stakeholders to identify gaps in IT needs, assess technology requirements, and recommend solutions to address the gaps.
  • Lead technology improvement initiatives and system integration projects.
  • Assist with developing and managing the IT operating and capital budgets, ensuring financial efficiency and accountability.
  • Assist in the development and implementation of policies, procedures, and initiatives to achieve organizational objectives.
  • Develops and communicates corporate information security policy, standards and guidelines and ensures regular training of security is delivered throughout the organization.


Qualifications:
  • Degree or diploma preferably in a Computer Science related field.
  • Minimum of five (5) years previous experience in progressively responsible related positions, including (3) years in an IT Management role or similar position.
  • 2 years in a Municipal setting is preferred.
  • Skilled in the management of change.
  • Must have and maintain a valid driver's license.
  • Project Management Certification such as PMP or CAPM.
  • Recognized Solutions Analyst certificate such as Associate Computing Professional (ACP).
  • Strong understanding of municipal IT environments, including networks, cloud computing, and enterprise applications.
  • Knowledge of vendor management, contract negotiation, and service level agreements.
  • Familiarity with best practices for protecting municipal data including firewalls, endpoint security, threat detection, and compliance with relevant regulations such as MFIPPA and other legislation as they relate to data storage/access.
  • Ability to lead IT projects, including planning, execution, risk assessment, and stakeholder communication.
  • Strong analytical skills to assess IT challenges and implement effective solutions. Understanding of governance frameworks.
  • Skilled in negotiating IT service contracts, ensuring vendor accountability, and optimizing service performance.
