Description
Under direction of the Chief of Housing Solutions and Supportive Services or designee, the Program Analyst Manager III-DHS Program Director is a senior-level professional located within the City of Detroit Housing and Revitalization Department's Detroit Housing Services Office (DHS) who leads and manages Supervisory Program Analysts and Program Analyst Specialists, who analyze and advise on the evaluation of the effectiveness and feasibility of government programs and operations relating to development, policy projects or grant projects. DHS is structured to meet a broad range of housing needs faced by residents, through an internal continuum of services and programs.
The Program Analyst Manager III-DHS Program Director is accountable for the success of specific line or staff programs, monitors the progress of the organization toward goals and periodically evaluates, making appropriate adjustments. The Program Analyst Manager III-DHS Program Director oversees the work of multiple divisions within the Housing Services and Community Engagement and Improvement Offices.

Examples of Duties

  • Report to the Chief of Housing Solutions and Supportive Services or designee, oversee the Detroit Housing Services Divisions and Community Engagement and Improvement Offices
  • Coordinate with H3S Program Director to advance the departments mission and goals
  • Help lead strategic development and oversight of the Office
  • Review data related to housing policy and trends to help determine areas of Office strengths and weaknesses
  • Provide input on the development of the strategy and vision for goals, objectives, policies, and priorities for the Office
  • Provides input to the development of both semi-annual and long-range plans and program priorities for accomplishing the major goals and objectives for reaching performance targets
  • Promote best practice program development and program implementation for the Office
  • Review local, state, and federal legislation and ordinances to help assure current policies that impact program services.
  • Represents the Office Director and as needed at city, public, professional and civic meetings as assigned by the Office Director
  • Hire staff to fill vacancies, provide for adequate training, and issue discipline as needed
  • Provide guidance and support to staff on complex issues
  • Coordinate responses to issues brought by City Council, auditors, HUD, and the public regarding the administration and outcomes of the program
  • Coordinate and meet with representatives from other City departments, and State and Federal agencies, to ensure broad community alignment with the City's goals on housing strategies
  • Responsible for ensuring the integrity of pipeline data collection
  • Create and edit as necessary Job Specifications for the members of the team
  • Create, modify, and manage the division of labor, and workflows for the division
  • Review performance, and create work plans for staff, providing adequate training and tools for them to accomplish their agreed upon goals, and create Performance Improvement Plans as needed to address performance issues among staff
  • Lead team meetings, organize and facilitate the sharing of information for use by the Office's leadership

Minimum Qualifications
Qualifications (required):
  • Bachelor's degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field.
  • Minimum of four (4) years of professional experience providing project management-related activities or a systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial and operational data and/or systems.
  • Five (4) years' experience in researching, collecting data, preparing complex analyses, reports and presentations and project execution on subject matter related to this position.
  • At least two (2) years of verifiable experience leading teams or providing instructions to subordinate staff.

Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.
Qualifications (preferred):

  • Master's degree in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
Completion of thirty (30) years of service;
- At age sixty (60) if you have at least ten (10) years of service, or

- At age sixty-five (65) with eight (8) years of service.
In the event of disability, other eligibility rules apply);
- An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
