Job Responsibilities

The purpose of the Staff Counsel is to perform legal services and provides professional advice to slate agencies and officials on legal matters based upon the South Carolina Human Affairs law; as amended; Title VII of the US Civil Rights Act of 1964, as amended; the Age Discrimination act or 1967, as amended; the American Disabilities Act of 1990, as amended; the Equal Pay Act of 1963, as amended; South Carolina Fair Housing Law, the Federal Housing Act, and the South Carolina Public Accommodations Act.
Responsibilities of the Staff Counsel:

  • Represents the Commission and/or Aggrieved parties before the court panels, government entities, and community groups as required.
  • Reviews Agency investigations for accuracy. Provides advice in all legal concerns of the Agency and its staff, with particular emphasis on laws administered by the Agency. Conducts legal research and reviews complaints alleging discrimination and makes a recommendation as to form and contact.
  • Reviews policies, procedures, contracts, legislation, and agency regulations for proper legal form, and assist in responding to FOIA request.
  • Advises the Commissioner and Governing Board on policy questions and operating situations having legal implication. Provides in-house legal training as required.
  • Performs other related duties as required


Minimum and Additional Requirements
Minimum Requirements:

  • A Juris Doctorate degree or its equivalent from an ABA accredited law school and at least three (3) years of experience as a practicing attorney.
  • Membership must be in good standing with the South Carolina Bar.
