Given our systemic importance to the global FX market and its participants, the mission critical priority of the CLS Board, management and employees, is to maintain the robustness and resilience of CLS services, mitigate settlement risk in the CLS ecosystem and deliver operational and funding efficiencies for our clients.

CLS has been designated a systemically important financial market utility (SIFMU) by the US Financial Stability Oversight Council (FSOC). While the Federal Reserve is CLS's primary supervisor with statutory examination and enforcement powers under Reg HH, CLS is also uniquely overseen by the Bank of England and an Oversight Committee composed of 23 global regulators.

In essence, CLS's core FX service is a highly specialized collection of member rules, contracts and processes that efficiently achieve settlement t reduction.

Job purpose - major duties and responsibilities of the job

  • The Cyber Resilience Strategy Lead will develop, evolve, and align the organization's Cyber Resiliency posture in line with increased threats, leadership risk appetite, evolution of business requirements, and regulatory expectations.


  • Synchronize multiple teams to develop and implement policies, frameworks, standards and procedures to ensure the highest levels of cyber resiliency across the full breadth of the organization and its critical vendors.


  • The position will align with a broad group of senior stakeholders from Board and Management Committee's - including Executive Management Committee (EMC), Operating Committee (OpCo), Risk Management Committee (RMC), Technology and Operations Committee (TOPS), and business leaders across all corporate functions and legal entities.


  • Supporting the Cyber Resilience external engagement strategy - representing the organization at industry working groups, forums, and conferences, including delivering ad hoc presentations at various resilience events.


  • Develop and maintain a comprehensive knowledge of the organization's operational process and technology requirements across the company's suite of Settlement and non-Settlement services and related programs and identify where cyber resilience can contribute to keeping those services reliable and secure from cyber threats.


  • Lead and coach: optimizing existing processes, synchronizing cyber resilience training and education, identify and guide automation opportunities, and integrate new technologies necessary to build and sustain cyber resilience within CLS.

Knowledge, skills and abilities - competencies required for successful job performance

  • Considerable experience in senior cybersecurity and resilience positions, ideally within other entities within the CLS ecosystem of financial institutions, central banks, regulators and other FMIs.


  • Strong thought leader with clear and effective written and verbal communication skills. Confident ability to engage with senior executives, stakeholders, and key external parties. Active listener able to discern stakeholder equities, concerns, and identify opportunities.


  • Detailed understanding of the cyber threat landscape, ability to discern applicable risk surfaces, and the ability to develop, articulate, and execute cost efficient and effective cyber resilience programs.


  • A proven technologist with strong technical and cyber understanding, appreciation of modern systems architecture, security, high availability and low-latency operating models.


  • Experience with corporate and regulatory governance in a financial institution or FMI.


  • Detailed understanding of identifying and mitigating cyber risk involving critical vendors and the services they deliver.


  • Expert at budget planning and utilization of contract support against time sensitive and high visibility transformation or remediation initiatives.


  • Genuine interest, knowledge and passion aligned to the Global FX Markets, and a strong appreciation for the position CLS has within this marketplace.
