The Ministry of SaskBuilds and Procurement (SBP) provides central co-ordination and delivery of property management, information technology, procurement, project management, transportation, and other services to government ministries and agencies. The ministry integrates, co-ordinates and prioritizes infrastructure planning and delivery for the Province of Saskatchewan, and advances and delivers capital projects.

The Opportunity

The Ministry of SaskBuilds and Procurement is seeking a team-oriented and dynamic professional to join the Education Infrastructure branch. The Education Infrastructure branch is dedicated to both K-12 and post-secondary projects throughout the Province. The successful candidate will work on the branch's post-secondary projects in collaboration with stakeholders in the post-secondary sector throughout the province to meet government objectives.

This position is a unique and challenging opportunity. It requires a highly motivated and innovative professional, who will have two core functions: capital planning and project management. The successful candidate will work in the Capital Planning Unit, and on a major capital project; the new Joseph A. Remai Saskatoon campus.

Reporting to the Director of Capital Planning, the position will provide strategic planning, and technical advice to the Ministries of SaskBuilds and Procurement and Advanced Education, as well as other stakeholders such as post-secondary institutions. As the successful candidate, your role will be to perform planning, business case development, budgeting, reporting, and risk management. You will be consulted on multi-year facility needs, evaluating facility planning initiatives, and reviewing project proposals. You will lead the ongoing review and development of project funding criteria which will include reviewing project capital costs, ensuring legislative compliance and financial reporting, developing project completion processes, and performing risk identification and recommending mitigation strategies.

Reporting to a Project Director, the position will provide support, coordinate, and oversee the results of capital infrastructure delivery. As the successful candidate, your role will be to ensure success on multi-year projects in the areas of scope, schedule, cost, and quality. You will be required to manage a fast-paced environment, and work closely with other internal and external professionals as part of a project delivery team. You will be capable of coordinating reviews, preparing materials, and synthesizing technical details into correspondence, briefings and presentations. As the successful candidate, you help shape the development of a new post-secondary campus in the Province, and work with several other key stakeholders to collaborate and deliver on its outcomes.

Other knowledge that would be an asset for this position include, but is not limited to:

  • In-depth knowledge of provincial gov ernment structures, decision-making processes, and the development of briefing materials;
  • Knowledge of engineering and architectural professions, building codes, design or construction terminology, and management or renewal of infrastructure assets;
  • Knowledge of construction costs, budgeting, invoicing, and contract management;
  • Knowledge of post-secondary systems, governance structures, facilities, services and legislation in Saskatchewan;
  • Knowledge of government processes such as the development of briefing notes, expenditure forecasts, decision items, and the provincial budget cycle;
  • A solid understanding of procurement and project management principles and methodologies, with experience in successfully procuring and managing infrastructure projects;
  • Experience with alternative project delivery methods.


Typically, the knowledge and experience required to be successful in this position would have been obtained through the following:

  • A post-secondary degree with a focus in architecture, engineering, business administration, or public policy as well as some related experience. Alternately, a technologist diploma in a relevant field, coupled with significant experience in a similar role or in industry, will be considered;
  • Where applicable, registration within a designated professional association: Saskatchewan Association of Architects (SAA), the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS) and/or the Project Management Institute.
  • Legal authorization to work in Canada and ability to provide proof upon request;
  • Familiarity with project management, procurement methodologies, project delivery models, understanding of municipal and civil infrastructure requirements, project costing, budgeting, and scheduling; and
  • A Master's degree and/or Project Management Professional (PMP) or related designations will be considered an asset.
