This position is headquartered at the Hill Farms State Office Building at 4822 Madison Yards Way, Madison, WI. This position has the ability to work remotely up to 5 days per week but will be required to report to the office frequently to complete certain tasks. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position Summary

The Payroll & Benefits Program Supervisor is responsible for providing training and development, overseeing day-to-day activities and work assignments, and developing and updating payroll policies and procedures to ensure consistency across the state. This position also works closely with and serves as a vital team member with the Payroll and Benefits Program Officer and the HR Program Officer.

The payroll and benefits functions are performed within the framework of the delegation agreement from the Department of Administration and applicable rules, policies, and statutes. This supervisory position plays a key role in ensuring all payroll and benefits rules and regulations are followed across agency lines within central office, as well as provide training to payroll staff on additional functions to increase cross training and job knowledge.

Salary Information

This position is in schedule-range (81-03) with an annual salary of $81,120-$85,280, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process. For permanent positions that allow remote work flexibility, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may need to report to office locations in Wisconsin on short notice.

Qualifications

Minimally qualified applicants must meet all the following:
  • Experience interpreting and administering payroll and benefit programs and policies.
  • Experience using a Human Resources Information system (HRIS) for payroll and benefits administration (e.g., PeopleSoft, Kronos, ADP, etc.)
  • Experience in a formal or informal leadership role performing tasks such as reviewing the work of others, assisting team members on complex issues, providing training, etc. (e.g., team lead, mentor, job expert, supervisor, manager, etc.)
  • Experience performing payroll and/or benefits administration tasks (e.g., processing payroll, auditing/reconciling payroll transactions and adjustments, reconciling benefit transactions, etc.).
In addition to all the above, well-qualified applicants must meet one or more of the following:
  • Formal supervisory or management experience (e.g., resolving conflict, coaching, evaluating employee performance, hiring, administering discipline, reviewing and assigning work, etc.)
  • Experience working with State of Wisconsin statutes, policies, and procedures related to payroll and benefit administration.
  • Experience participating in process improvement projects and/or activities for an organization.
