This Project Manager position supports the Department of Defense Cyber Crime Center (DC3) and is a functional member of a team consisting of a Program Manager and several other matrixed support staff that conduct software development, software engineering, cloud computing, and IT portfolio management. In this role, the selected candidate will assist in developing technical and operational-level plans and other portfolio management activities, conduct requirements gathering and definitions, or business processes and tools development, support the baseline change control process, and manage risks, issues, and opportunities.

Target Salary Range
$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.

Qualifications
Mandatory Qualifications:
- Must possess relevant experience applying Agile management and Total Quality Control management methodologies to complex IT-focused projects.
- Must have demonstrated experience managing technical software development and hardware requirements, resource management, and relevant experience as a critical staff action officer overseeing and coordinating large-scale IT software acquisitions.
- Must possess an expert understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process.
- Must have experience supporting the development of Program Objective Memorandum (POM) and Budget Estimate Submissions (BES) and the ability to correlate key organizational objectives to strategy requirements.
- Must possess excellent written and verbal communication skills.
- Familiarity with AI/ML concepts, techniques, and tools. Experience with specific AI/ML platforms and frameworks.
- Clearance: Active TS/SCI with CI Poly eligibility
- Associates degree and 10+ years of experience; OR Bachelor's degree and 8+ years of experience; OR Master's Degree and 6+ years of experience. Or 3 years with PhD. However, four (4) years of additional relevant experience or specialized training will be considered in lieu of a Bachelor's degree.
Desired Qualifications:
- PMI-Agile Certified Practitioner (PMI-ACP).
- Project Management Professional (PMP) Certification.
- Certified Scrum Master (CSM).
- Recent DAWIA Level II Certification.
- ITIL Certification.
- Cloud Certification(s).
- CompTIA Security+.
- Hands-on experience with cyber threat intelligence platforms and tools. Knowledge of threat modeling and vulnerability management is desirable.
- Experience with data visualization tools such as Power BI to create power dashboard and reports for ongoing and future projects.
- Experience with JIRA and Confluence for sprint planning, issue tracking, workflow management, and project artifacts / documentation.
