TITLE: HUMAN RESOURCE MANAGER
FLSA STATUS: Exempt
REPORTS TO: Superintendent
SUMMARY:
The Human Resources Manager oversees all aspects of human resources management for the district, ensuring compliance with applicable laws, policies, labor contracts, and state and federal regulations. This role manages recruitment, hiring, onboarding, and off-boarding processes; maintains employee records, contracts, and licensure; and facilitates payroll accuracy and employee time-off tracking. The HR Manager also administers employee benefits, insurance, workers' compensation, and leave programs, while supporting employee training, evaluations, and professional development. Additionally, this position serves as the main point of contact for vendors and third-party administrators, and ensures that all processes and documentation reflect accuracy, confidentiality, and the district's commitment to excellent service and support for all employees.
ESSENTIAL FUNCTIONS:

ESSENTIAL FUNCTIONS:
- Maintain compliance with applicable policies, laws, regulations, and labor contracts;
- Serve as a point of contact for brokers, plan vendors, and third party administrators;
- Review bi-monthly payroll for accuracy of hours;
- Audit information to ensure that data is correct in payroll systems and spreadsheets. Research and resolve any issues; communicate and initiate any corrections;
- Manage employee time off usage and ensure submitted requests are within the employee's available time allowable per the employment contract/agreement. Audit time off requests to ensure requests are reflected in the employees' time off via Frontline and SMART;
- Plan, direct, and coordinate the recruitment and hiring procedures for all personnel with School Board approval ensuring hiring administrator has completed necessary paperwork for employment;
- Prepare job descriptions for school employees and monitor online applications for employment;
- Complete new employee onboarding and entire orientation process;
- Plan, direct and coordinate the resignation and retirement procedures for all personnel and facilitate off-boarding procedures;
- Facilitate the district's open enrollment process for insurance benefits;
- Administer and coordinate the District's employer-sponsored insurance and benefit plans. Verify that employees are accurately covered and deductions are correct. Resolve any differences;
- Maintain the District's Employee Handbooks;
- Manage employee personnel files ensuring compliance with all state and federal requirements including certified staff licensure, employment verifications, lane changes, and seniority reviews;
- Oversee District employees' observations and reviews;
- Maintain tenure and seniority listings;
- Facilitate the District's employee training modules and assignments;
- Manage and maintain the District's forms directory;
- Facilitate the Worker Compensation process;
- Manage Family Leave and Paid Leave in accordance with state and federal guidelines;
- Update employment contracts, Union master agreements, and annual/semi-annual letters of assignment;
- Process background checks for the entire District including volunteers;
- Other duties as assigned.
EDUCATION AND/OR EXPERIENCE:
Any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying. Typical qualifications would be equivalent to:
- Associates or Bachelor's Degree in Human Resources or related field.
- Prior human resources experience preferred, experience with Excel, SMART software preferred.
JOB REQUIREMENTS:
- Knowledge of federal and state wage as well as hour laws and related regulations
- Excellent written and verbal communication skills with strong attention to detail and a commitment to providing exceptional customer service
- Working knowledge of HR related Federal and State laws and K-12 Minnesota Statutes
- Strong organization and planning skills with the ability to communicate effectively and collaboratively with staff at all levels
- Strong Microsoft Word, Excel and Google Suite
- Experience in utilizing accounting software and/or HR/payroll systems
- Thorough knowledge of Workers Compensation guidelines and data practices
- Ability to establish and maintain effective working relationships with co-workers, students, staff and vendors.
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
- Proficient in basic mathematics, accounting, and data analysis
PHYSICAL REQUIREMENTS:
- Positions in this class typically require: reaching, standing, walking, talking, hearing, seeing and repetitive motions.
- Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
- Incumbents may be subjected to local travel.
