The Construction EHS Manager is a critical role administering assigned programs to ensure Pittsburgh Water's commitment to safety and protecting public health and the environmental is upheld as we execute construction work.
Under the supervision of the Director of Safety & Security, responsible for managing Pittsburgh Water's contractor environmental, health and safety program. The incumbent will work as part of the Safety & Security team to manage, evaluate and implement program improvements that reduce health and safety hazards and risks to the environment, personnel and the public at Pittsburgh Water construction sites.
RESPONSIBILITIES
Manage and routinely evaluate Pittsburgh Water environmental, health and safety specifications for all contractor and service projects.
Review contractor prequalification data such as Experience Modification Ratings (EMR), OSHA Logs and environmental compliance data; provide recommendations to Procurement and Engineering & Construction Departments during bid phase.
Review contractor safety, environmental protection and waste management plans submitted by contractors and provide recommendations for acceptance or recommendations for improvement.
Work extensively with the Engineering and Construction Department; attend construction project meetings, such as design, kick-off and progress meetings to understand the scope of work and associated changes, set expectations and provide recommendations.
Coordinate with the Environmental Compliance Department on subject specific compliance matters such as waste disposal, clean fill, water discharges, and erosion control.
Oversee the contractor EHS training program; develop and update training content, provide training presentations and manage contractor training records.
Conduct environmental, health and safety inspections of contractor work and/or construction sites to evaluate health and safety risks, environmental compliance, and conformance with approved site-specific contractor plans.
Review hazards and issues of non-compliance with Project Managers and contractors and approve proposed process changes.
Respond to contractor incidents as necessary and review incident reports including proposed corrective actions to prevent additional harm.
Analyze and track performance metrics related to the contractor EHS program including inspection and incident data to assist Engineering and Construction in contractor performance reviews.
Audit the adequacy and effectiveness of the contractor EHS program to determine where improvements can be implemented.
Perform other duties as assigned.

Extensive knowledge of EPA, DEP, OSHA 1926 and DOT regulatory standards.
Knowledge of contractor qualification processes and project management.
Sound judgement and the ability to think quickly during emergencies.
Ability to lead, take charge, and give direction.
Ability to demonstrate accuracy and thoroughness by analyzing information to solve problems and provide solutions.
Excellent organizational skills and attention to detail.
Ability to create and prepare reporting and develop policies.
Ability to create and implement safety training programs.
Proficient in Microsoft Office Suite.
Excellent communication skills both orally and in writing.
Excellent analytical, risk assessment and problem-solving skills.
Strong interpersonal skills; flexible and a willing to work with constantly changing priorities while displaying enthusiasm and a sense of urgency.
EDUCATION / EXPERIENCE REQUIREMENTS
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
Bachelor's Degree in Environmental or Safety Management, or a closely related field
Five (5) years of related experience in the construction and/or environmental, health and safety industry; Utility experience preferred
Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), and/or other Board of Certified Safety Professional (BCSP) preferred
OSHA 30 Hour Construction Certificate preferred
GENERAL REQUIREMENTS
Applicant must present a current, valid Class C (Class 1) PA Motor Vehicle Operator's License at the time of application or prior to appointment. A valid driver's license must be maintained throughout employment.
Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with the Pittsburgh Water: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.

Frequently bending, stooping, repetitive leg and arm movements, lifting up to 25 lbs. The employee is occasionally required to climb and balance. CONDITIONS
While performing the duties of this job, the employee is occasionally exposed to a moderate or quiet noise level in the office work environment. The employee will frequently travel to different sites to perform duties. May perform work outdoors under extreme weather. The employee may be exposed to confined, high spaces, like erect scaffolding; loud conditions with vibrations, traffic, mechanical, chemical, fire, and explosive risks; and odors, dusts, fumes, mists, poor ventilation, and gases which may require a respirator. Subject to remain on duty beyond normal hours or recalled during emergency situations or other extensive periods.
MEDICAL EXAMINATION
