Savannah River National Laboratory (SRNL) is a multi-program laboratory applying state of the art science and practical, high-value, cost-effective solutions to complex technical problems to protect the nation. Located at the U.S. Department of Energy's (DOE) Savannah River Site (SRS), the laboratory develops and deploys innovative technologies to address some of the nation's environmental, energy, and national security challenges.
SRNL's Global Security Directorate (GSD) is seeking a highly qualified and motivated National Security Program Manager, responsible for the coordination, development, and execution of part of the NA-23 portfolio supporting NNSA's Office of Material Management and Minimization (M3), generally in the NA-233, Dispose section of the portfolio. The SRNL support to the Dispose program centers primarily on the Surplus Plutonium Disposition program which is responsible for disposing of 34 metric tons (MT) of weapon-grade plutonium that has been declared excess to U.S. national security requirements using a dilute and dispose strategy and transporting it to the Waste Isolation Pilot Plant (WIPP) geologic repository for permanent disposal.
The near-term focus of the capital line-item Surplus Plutonium Disposition Project is to install three new glovebox lines and necessary support systems in the K Area at SRS.

GSD is growing its support of its critical NNSA nonproliferation portfolios and is building its teams to support these enduring programs. Responsibilities
This position will work with the various GSD program/project managers and sponsors in the following areas:
- Facilitating and communicating strategic direction in the program area
- Annual planning and execution for outyears in supported program areas
- Knowledge management and succession planning
- Defining and developing new avenues of support for NA-233
- Mentoring less senior Program/Project managers
- Regular communication with NA-233 Senior Management to ensure quality and timeliness of deliverables
- Ensure that Work Authorization Implementation Plan (WA-IP) and Performance Evaluation and Measurement Plan (PEMP) milestones are met and routine status is delivered to DOE
- Ensure regulatory compliance in the programs
- Coordinate with other U.S. National Laboratories to ensure timeliness and quality of multi-lab projects deliverables
- Delivery of written reports and presentations to communicate SRNL capabilities and competencies, R&D science and technology activities to stake holders and promoting SRNL to external organizations
- Guide and deliver the preparation of proposals for ongoing or new work
- Ensure all activities follow SRNL safety, quality, records, security, and training programs
- Establish and strengthen relationships with site contractor leadership at all levels as well as NNSA sponsors and federal program managers
- Some travel will be required
Qualifications
Minimum Qualifications:
- Bachelor's degree in fields of science, engineering and 10-15 years' experience in nuclear operations, project management and nuclear non-proliferation programs
- Demonstrated ability to successfully coordinate concurrent projects of various types, including both policy and technology areas
- Excellent verbal and written communication skills including the ability to articulate complex technical issues to stakeholders, leaders, and partners to achieve buy-in
- Ability to collaborate and work effectively across functions and teams while building trusted relationships and positively influencing others
- Strong analytical and problem-solving skills with the ability to think critically, identify creative solutions, and resolve conflicts
- Capability of working with an interdisciplinary team and resolve resource conflicts
- Prior experience in supporting NNSA/DOE-wide task teams with notable results
- Detailed understanding of NA-233 missions and general understanding of NA-23 missions preferred
- For ability to obtain and maintain a security clearance, US Citizenship is Legally Required
- Highly effective communication and interpersonal skills
- Must be able to communicate effectively to government agencies and facility resources
Preferred Qualifications:
- Active Q clearance
- Active SCI clearance y
- Extensive knowledge of the people, mission, and activities of the NNSA's Office of Materials Management and Minimization (NA-23)
- Demonstrated ability to successfully propose new work to federal sponsors and/or work with same
- Experience in developing proposals for new mission support
