Position Overview:
The Department of Healthcare and Family Services, Bureau of Rate Development and Analysis is seeking to hire a manager for the Hospital Reimbursement unit. We are seeking an experienced and self-motivated administrator to oversee the development of reimbursement rates and policy for hospital providers. The candidate will demonstrate the ability to work effectively with a team of professionals to facilitate development of reimbursement rates for long term care providers.
The ideal candidate will have supervisory experience, a working knowledge of Medicaid reimbursement, excellent organizational and communication skills and possess the ability to effectively lead a team.

Essential Functions
- Subject to management approval, serves as Hospital Reimbursement Unit Manager by planning, developing, and managing the operations of the Hospital Reimbursement Unit
- Serves as a full line supervisor
- Directs the operation of the Other Reimbursement/Special Projects Program
- Directs the design and implementation of comprehensive ongoing analysis, evaluation, and development of the reimbursement systems
- Serves as Administrative liaison
- Confers with Bureau, Division and Department administration staff on policies
- Performs other duties as requires or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization
Preferred Qualifications
- Three (3) years of professional experience working with public or business administration, interpreting and implementing agency policies and procedures
- Three (3) years of professional experience developing and managing a major reimbursement program for a public or private organization
- Three (3) years of professional experience with rate development for a public or private organization
- Two (2) years of professional experience with Medicaid hospital reimbursements
- Two (2) years of experience working with SQL and BI Query
- Three (3) years of experience supervising staff
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate
- Requires the ability to utilize and maintain state issued equipment such as a laptop
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled or last-minute overtime. This requires the ability to work evenings and weekends.

- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
